- Description
- The U.S. Fish and Wildlife Service (FWS), Southeast Region, in accordance with Brooks Act and Federal Acquisition Regulation (FAR) Subpart 36.6, is seeking qualified firms to perform Architect-Engineering (A/E) services in the States of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands. Task include, but are not limited to, furnishing Surveying, Geotechnical Enginnering investigations and reports, Civil Engineering, Architectural Design, Structural Engineering, Mechanical, Electrical and Plumbing Engineering, Cost Estimating, Preparation of Construction documents, i.e., drawing and specifications, assistance obtaining permits and other services s required or typical for building rehabilitation projects or new site development projects. Projects may include Rehabilitation of 1911 Fish Holding House, renovate 1963 Laboratory Building, renovate/expand existing Public Aquarium and construction of an Environmental Education and Office Facility, replace Venturi Oxygenation System, construct Pier and Docking facility, Expansion, Rehabilitation and new construction of Office Buildings and various Environmental Engineering projects. The finished product of a task order may consist of studies, reports, presentation quality drawings on paper or Mylar film, written programs and narratives, detailed construction working drawings on paper or Mylar film and AutoCAD diskettes, construction specifications, cost estimates and design calculations. Two (2) Indefinite Quantity/Indefinite Quality (IDIQ) contracts will we negotiated in accordance with FAR Part 15, after selection of qualified firms by the Evaluation Panel. The number and magnitude of projects are dependent upon priority and availability of funds at the time of issuance of individual Task Orders. The term of the contract shall be from Date of Award through September 30, 2004, with four one-year options. The following evaluation factors will be used and are in descending order of importance: (1) Technical competence of the A/E's primary staff of architects and engineers; (2) Response time. We (FWS) have tight projected deadlines. Does your firm have staff and resources available and experience to successfully complete projects with tight deadlines? Give specific examples of projects meeting tight deadlines; (3) Experience of firm relative to the type and scope of projects listed above, list projects; (4) Experience of firm designing projects that are within budget as demonstrated by construction bids received; give specific examples; (5) Availability of firm's staff to work on our (FWS) projects relative the firm's current workload; list current projects and staff assignment; (6) Experience with CADD produced drawings; list CADD software you use to produce drawings and other project software you use to design and produce projects; and, (7) Experience of firm with Sustainable Design and environmentally sensitive design practices; list LEED accredited professionals and any specific examples of sustainable design projects. The reference to the professionals required for the above projects involves state licensed professionals in all the disciplines, including Architects, Landscape Architects, Civil Engineers, Structural Engineers, Mechanical Engineers, Electrical Engineers, Land Surveyors, Geotechnical Testing Services, and Environmental Engineering consultants. They shall be licensed to practice that profession in the state where the project is located. Architectural and Engineering drafting services will also be required. Not all disciplines will be required for each project. Additional Engineering consultants and other specialists not named above may be required as defined in the individual task orders. Firms responding to the Announcement shall submit a Standard Form 254 and Standard Form 255, along with any information they deem to be of benefit to their firm. Such additional information shall be in a binder 8 ? x 11. Firms shall submit three (3) copies of their qualifications to R4- Division of Contracting and General Services, U.S. Fish and Wildlife Service, ATTN: Mr. Roger Lockhart, CEXEC, Inc., 1875 Century Boulevard, Suite 310, Atlanta, Georgia 30345, not later than January 5, 2004. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). This acquisition is under the Small Business Competitiveness Demonstration Program and all qualified sources may submit their qualifications.
