Description

Pursuant to OMB Circular A-76, on June 25, 2003 public notification was made to announce streamlined competition studies of the following CDC in-house commercial activities to determine the relative cost effectiveness of in-house performance and private sector performance of such functions: 1. Architectural and Engineering functions, 2. Construction Operations, 3. Maintenance Operations, 4. Facility Operations, 5. Real Property/Space Management. On September 12, 2003 the streamlined competition forms (SLCF) for the Architects and Engineers and the Construction Operations were certified by CDC?s Chief Financial Officer. On September 15, 2003 the streamlined competition forms (SLCF) for the Maintenance Operations; Real Property and the Facility Operations were certified by CDC?s Chief Financial Officer. Under this formal notification, the Contracting Officer announces the performance decision that the functions and operations noted above should remain in-house (performance by the incumbent Government personnel totaling 161 FTEs). Based on this decision, the Contracting Officer will execute a letter of obligation with the Program Manager of the Performing activity. In accordance with the revised OMB Circular A-76, dated May 29, 2003, no party may contest any aspect of this streamlined competition.
