- Description
- The Naval Air Systems Command (NAVAIR) is actively surveying the vendor community to see if a Blanket Purchase Agreement (BPA) with a General Services Administration (GSA) schedule commercial pricing arrangement is a viable contract vehicle for the AIR 6.0 Industrial Operations Program to provide contractor support services for the Base Realignment and Closure Analysis, Alternative Industrial Enterprise (IE) Capabilities & Infrastructure Planning Process Support, Material Management, Industrial Facilities and Quality Assurance Support effort. The period of performance for the BPA will be a 12-month base period with four 12-month options. Specific BPA tasks that will be: 1) Base Realignment and Closure Support (BRAC) including data gathering, data analysis, workload analysis, and BRAC implementation, 2) Alternative IE Capabilities & Infrastructure Planning Process Support including planning, development, and implementation of AIR 6.0?s Alternative IE Capabilities & Infrastructure Planning Process, 3) Material Management including conducting random sample analysis on hard material problems looking for root causes, utilization of existing depot workload database information, identifying, investigating, evaluating and providing professional management advice for repairable management program requirements, identification of potential material management initiatives, analysis of current processes and proposed new processes and the implementation of new data management and software systems replacing current legacy systems, 4) Naval Industrial Facilities Support including production engineering support, electronic data access support, standards analyses support, operational improvement support, planning and management support and production support, 5) Quality Assurance Support Services including planning and carrying out the inspection, test, measurement, analysis, and improvement activities needed to assure the product meets product requirements, assure the Quality Management System (QMS) works as planned, improving the operation and results from the QMS, coordinating with the NAVAIR 6.0 Quality Assurance manager to collect information on the functioning of the QMS; the information to be collected and analyzed relates to customer satisfaction, meeting product requirements, process characteristics and trends, product characteristics and trends supplier performance. The BPA will allow NAVAIR to cover the necessary tasks required to support the NAVAIR 6.0 Industrial Program initiatives.
