- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 and DCN 2003 1001. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number N00421-04-T-0012 issued as a request for quote (RFQ). This requirement is being synopsized as a full and open competitive acquisition under the North American Industry Classification System code 326199; the small business standard is 500 employees. Any concern submitting a bid or offer in its own name that proposes to furnish an end product that it did not manufacture shall ensure that the requirements of FAR 19.102 are met and shall provide verification of compliance as a part of their quote. Offerors must be registered in the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.ccr.gov/vendor.cfm. The Naval Air Warfare Center Aircraft Division, Patuxent River, MD has a requirement to procure 300 sheets (42,000 lbs) of extruded virgin general purpose ABS (acrylonitrile-butadiene-styrene) plastic. Specifications for this procurement are: The sheet size will be L101''x W228'' x gauge 0.156''. Tolerance of measurements shall be + or - .25? for length and width and + or - 3% for gage. Color of the sheets will be 100% olive drab green thru the thickness. The texture will be haircell on one side and smooth on the other. The quotation shall include Free On Board (f.o.b.) Destination shipping terms. Deliveries shall occur no later than 45 days after receipt of order. Delivery will be to: US Navy Recreation Center, Building 86, Solomons, MD 20688. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The clause at 52-212-1, Instructions to offerors-Commercial Items, (Oct 2000) is incorporated by reference and applies to this acquisition. The provision at 52-212-2 Evaluation-Commercial Items (Jan 1999) applies to this acquisition. The Government will award in accordance with FAR part 13 on a lowest priced - technically acceptable basis. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, invoices for the same equipment, etc. Each offeror shall include a completed copy of the provision at FAR 52.212-3, including Alt 1, Offeror Representations and Certifications -- Commercial (June 2003) with its quote. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (Oct 2003) is incorporated by reference and applies to this acquisition.
