Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON) has a requirement for a radio antenna multi-pattern feeder system, control system, and monitoring system, to be used as part of a very high power medium wave radio transmitting antenna system at its Poro Point, Luzon, Philippines Transmitting Station (PTS). This proposed procurement is for a contractor to supply central and antenna tuning house equipment for a five (5) tower array to operate on two patterns at 1,000 kW power level, a quasi-coaxial RF transmission line system for the five tower array, supports and end structures, termination accessories, a complete control system suitable for remote, unattended pattern switching, a complete monitoring system suitable for remote, unattended monitoring, and related accessories in accordance with the Government's forthcoming Technical Specification and set of Technical Drawings. The equipment and materials shall be fabricated, assembled, tested, disassembled, and packed for international export shipment, and ocean shipped to the Port of Entry at Manila, Philippines. Field assembly and installation is NOT included in this procurement. Also, the central and antenna tuning house structures, and tower systems are NOT included in this procurement. The period of performance for completion of the Contract is 150 calendar days from the contract award date. Offerors are required to submit, as separate documents, their: (A) "Price Proposal"; and (B) "Technical Proposal" for their performance of the proposed work. Please note that the "Price Proposal" is the Offeror's Total firm-fixed-price (FFP) for performing the Schedule for the entire project, and it shall include the Offeror's breakdown of its proposed Total FFP into the Offeror's proposed major subsystem price components. The forthcoming solicitation document (Request for Proposal) for this proposed procurement will be posted as an amendment to this Presolicitation Notice no earlier than 15 calendar days after the Federal Business Opportunities (FBO) publication of this Pre-solicitation Notice. Offerors may download the solicitation document(s) (preferred method) or they may request a copy of the solicitation document(s) from the M/CON Contracting Officer, Mr. Brent Peavler, via facsimile at (202) 260-0855, or E-mail at bpeavler@IBB.gov, or letter sent or courier-delivered to the above-listed address by not later than 15 calendar days after the published date of this Federal Business Opportunities (FBO) for Vendors Presolicitation Notice. Please reference Solicitation (RFP) No. BBGCON-PORO-SYSTEMS-1104 on all correspondence regarding this Presolicitation Notice. Please also provide the full name of your firm's designated Point-of-Contact (POC) for responding to this Presolicitation Notice, your company's business mailing address, its E-mail address, and your POC's business telephone number (including cellular phone if available), and facsimile number. No telephone requests for the forthcoming RFP will be honored. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals will be considered by the Agency. Numbered Note 12 applies to this procurement. This FBO Presolicitation Notice for Vendors is not a RFP, IFB, or RFQ.
