Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), MacDill AFB, FL, intends to procure technical support to obtain, analyze, and process a set of WP-3D usage data into a format compatible with downstream NAVAIR sanctioned fatigue tracking algorithm(s). The objective of this work is to end up with the appropriate data, data processing documentation, and final usage results (mission profiles, etc.) which will then be used in a follow-on procurement with Naval Air Systems Command (NAVAIR) to predict the available structural life remaining for two WP-3D aircraft, N42RF and N43FR. The final NOAA product must be compatible with Navy FLE tracking method and procedures. NAVAIR has contracted Technical Data Analysis, Inc. (TDA) to determine the FLE of the fleet of P-3 aircraft. The Government intends to acquire technical support services from one source, TDA, under the authority of FAR 6.302-1. This is not a request for quotes and there is no solicitation available at this time. The Government reserves the right to solicit quotations based on receipt of affirmative responses to this notice or issue a purchase order to Technical Data Analysis, Inc., whichever is determined to be most advantageous to the Government, without further notice. All interested parties must submit in writing the following: name; address; point of contact; telephone number; business size and a brief statement regarding it's capability to provide the specified technical services, and the names; telephone numbers; and points of contact for businesses or other Government agencies to which it has previously provided similar technical services. No response will be provided to those inquiries which fail to provide the information requested. This information should be faxed to 816-426-7530, Attn: Sharon Clisso. A determination by the Government not to compete this requirement is solely within the discretion of the Government. The NAICS code is 541330. The small business standard is $4,000,000 in annual average gross revenue for the last 3 fiscal years. This is a small-business set-aside. The technical service will be purchased under the guidelines of FAR, Part 13, Simplified Acquisitions Procedures.
