- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation Number EA1330-04-RQ-0014. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. This procurement action is 100% small business set-aside. The associated North American Industry Classification System (NAICS) classification code is 336611. A firm is a small business for the purpose of this requirement if it size standard is $1,000. The National Oceanic and Atmospheric Administration (NOAA) requires the services of a contractor that can provide all labor, material, services, tools, supervision, and technical expertise required to overhaul No. 2 and No. Caterpillar Diesel Engines, Series 3500. All work shall be performed by an authorized repair facility of the engine manufacturer for the model of engine specified, and shall be performed in such a manner that the manufacturer's warranty on parts and labor is not voided. See attached specifications and requirements. Work shall be on board the NOAA Ship Ronald H. Brown located at Pier "PaPa", at the former Navy Base, Charleston, SC. This will be a firm fixed price purchase order. The period of performance shall be 12/3/03 through 12/19/03. The provision at 52.212_1, Instructions to Offerors_Commercial applies to this acquisition and there are no addenda to this provision. Bidders shall include a completed copy of the provision at 52.212_3, Offeror Representations and Certifications_Commercial Items, with its offer. FAR clause 52.212_4, Contract Terms and Conditions_Commercial Items, applies to this acquisition and there are no addenda to this provision. The government intends to conduct an on-line competitive best value reverse auction to be facilitated by a third party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. All functional specifications are provided in this synopsis. The best value to the Government will be evaluated using price and other factors and will ultimately be determined offline. Participants will submit a series of quotes that descend in price during the specified period of time. All responsible small business sources may submit a quote/offer to the U.S. Dept. of Commerce using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data, or make an offer on line for this requirement. Offerors that are not currently registered to use FedBid.com Exchange should proceed to http://www.fedbid.com/selectvendor.jsp to complete their free registration. Offerors that require special considerations or assistance may contact the FedBid Help Desk at 866-288-3535 or via e-mail at ClientServices@FedBid.com. The Government is taking this action in an effort to improve vendor quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The reverse auction will start on Monday, November 10, 2003 and end on Tuesday, November 18, 2003.
