Description
The Bureau of Land Management (BLM) National Interagency Fire Center (NIFC) requires the use of a training facility to conduct law enforcement training over the next five years. The BLM intends to negotiate with the only known source, Evergreen Air Center, Pinal Air Center, Marana, AZ, 85653-9501per the authority of FAR 6.302-1. A justification for other than full and open competition has been prepared in support of this acquisition. The training facility must be located in the southwestern United States, in a warm weather area with a dry climate, for the purposes of conducting both day and night time outdoor training during the winter months. The site must be within one hour drive from a major airport that provides daily scheduled jet aircraft services in the general area of Phoenix or Tucson, AZ, to keep the travel time incurred by at least 60 percent of the participating officers to within one day's driving time. Evergreen Air Center is the only known site that meets the logistical requirements of the BLM. In addition to the geographical requirements, the following minimum acceptable specifications apply to this acquisition: (a) The site must provide one classroom capable of accommodating 40 students at any one time. The classroom shall be furnished with sufficient tables and chairs to accommodate each student in a comfortable and clean environment conducive to learning. The classroom must also be equipped with a white/chalk board, overhead projector, and television monitor sufficient to be visible to the entire class, VHS, VCR and instructors podium. (b) The classroom breakout rooms (two each) that accommodate 20 students at any one time in a comfortable and clean environment. The classroom shall be furnished with sufficient tables and chairs to accommodate each student in a comfortable and clean environment. There must be audio-visual equipment available and a podium for the instructor. The classrooms shall have exclusive use by the BLM for the duration of the training period. (c) An additional small classroom or office, minimum 12' x 18' that can be darkened for the use of the video projection Firearms Training System (FATS) scenarios. BLM shall have exclusive use of this classroom for the duration of the training period. (d) Matted rooms to accommodate 20 students in a clean and comfortable environment with adequate space to safely conduct defensive tactics training exercises. There must also be an adjacent storage room of adequate size (minimum 10' x 10') for storage of physical specialties training equipment. BLM shall have exclusive use of this space for the duration of the training period. (e) Weight room, equipped with a universal gym-type machine that includes a bench press station. BLM shall have access to the weight room, during its normal hours of operation, throughout the training period. (f) Dining facilities shall be located within the training complex and capable of comfortably seating up to 45 students in a clean and pleasant environment. A minimum of three meals shall be served daily at normal meal times for breakfast, lunch and dinner. The meals shall be of a standard nature such as would typically be served in a public restaurant, with adequate variety to accommodate those with special dietary needs. (g) Lodging accommodations must be single occupancy rooms with shared bathroom facilities of no more than two persons per unit. Maid service similar to hotel standards will be provided. (h) Firearms ranges: A minimum of two ranges must be present and designed for up to 20 students, to accommodate pistol, rifle, and shotgun training. Length of the ranges shall not be less than 50 yards. BLM shall have the exclusive use of these ranges throughout the duration of the training period. (i) Driving track must be paved, and suitable for conducting pursuit-driving skills, driver training, and vehicle stop training. BLM shall have exclusive use of the track for the duration of the training period. (j) Vault for storage of firearms with a minimum capacity of 40 handguns, rifles and shotguns. BLM shall have exclusive use of the vault for the duration of the training period. (k) Ammunition storage must be available during the training period. This must be a vault; bunker or other secure storage area capable of storing up to 25,000 rounds of small arms ammunition. (l) Office space with a locking door shall be made available for use by the class coordinator and instructor staff. This office space must be equipped with a desk, chairs and telephone from which local and long distance credit card calls can be made. Access to a FAX machine with send and receive capabilities will also be available. (m) Copier service must be available and capable of making up to 40 collated sets of documents. Cost for copies will be reimbursable under this contract at a per sheet basis. The estimated cost for this acquisition is $260,000.00. This is not a request for competitive proposals. No Request for Proposal (RFP) will be posted to Federal Business Opportunities. This notice serves to fulfill public posting requirements in accordance with FAR 5.101(a)(1). This requirement is unrestricted and NAICS code 721310 Rooming and Boarding Houses applies. Responsible firms believing they can provide the required services at the required geographical location are encouraged to identify themselves and give written notification to the Contracting Officer referencing this Announcement number NAR040009. However any firm identifying themselves as responsible must provide evidence that they can furnish the requested services at the required location and at a cost that will not exceed the total estimated contract cost. All responses will be fully considered. If no responses are received by December 22, 2003 to the effect that another responsible source exists, award will be made to Evergreen Air Center for the requirements stated herein.
