- This solicitation is being issued as Intent to Award on a sole source basis to Congressional Quarterly (CQ.com) located at 1414 22nd St., NW Washington DC 20037 for commercial items in accordance with FAR Subpart 12.0. The SEC requires Internet based access to congressional and legislative information. The SEC requires access to congressional and legislative information via a web-based service on a subscription basis. This service shall include the following information: continuously updated news from Capitol Hill; continuously updated, detailed daily and future listings of all scheduled floor, committee and subcommittee actions, plus other Washington events; detailed legislative histories of bills with links to related bills, Congressional Record, floor votes, and CQ Daily Monitor; full-text of all printed bill versions, 1995 to present; news coverage of committee meetings, markups and hearings, plus agendas and witness lists for committee hearings; complete House, Senate, joint and conference committee reports, including charts and tables; and the full-text of the Congressional Record, 1995 to present. All information shall be updated at least daily, unless such updates are unavailable. This service shall provide the user with the ability to research and track legislation. An e-mail alert service shall be available to notify users of new developments with respect to user-specified bills and issues. The Commission has determined thorough market surveys and research that Congressional Quarterly?s CQ.com is the only source capable of meeting all of the above-stated commission requirements. Accordingly, the commission intends of obtain these service from Congressional Qualerty for the period of one year. Interested parties are advised that no solicitation document is available for this requirement and may identify their interest and capacity by submitting a capabilities statement by November 17, 2003 to the U.S. Securities and Exchange Commission, Operations Center, Room 1300, Mail Stop O-20, 6432 General Green Way, Alexandria, VA 22312, Attention: Jeanette Zoromski.
