Description
The Social Security Administration (SSA) is seeking sources capable of providing an Enterprise Portfolio Management solution for the Agency?s Information Technology (IT) Portfolio. SSA is interested in applying a consistent analytical framework, to include processes, methodologies, and automated tools for formulating and continuously evaluating the condition of the Agency?s IT portfolio. All solution components must be scalable to accommodate the scope and volume of Agency IT investments, and must be valid, accessible, and consistent when applied to project management as well as portfolio management. A historical view of the Agency?s IT portfolio, allowing trend analysis for cost, performance, schedule and risk over time, will be a key element of value added for SSA. The proposed solution must address the full spectrum of OMB IT Capital Planning and Investment Control (CPIC) process and reporting requirements (such as: OMB-Exhibit-300, OMB-Exhibit-53). Any automated tool components must be able to integrate existing Agency information from a variety of diverse legacy resources such as: Oracle, Access, SQL Server, DB2, IDMS, SAS, Microsoft Office, Microsoft Project, Enterprise Information Technology Architecture (EITA) and I-TIPS without extensive customization. Consideration will be given to automated solutions that meet the Agency?s EITA criteria for sound architecture, i.e., non-proprietary (open) software components, hosting on standard hardware, a flexible user interface, 508 compliance and standard interface design. The proposed solution must allow the Agency the ability to evaluate the impact of assigning greater or lesser value to certain IT projects. Another important factor will be the ability of the solution to identify and track risks and risk mitigation. In addition, the solution must be capable of producing a variety of reports and views indicating the health and status of IT initiatives, projects and applications at both the component and enterprise level. Interested vendors must be able to provide verifiable proof by submitting information in sufficient detail to demonstrate their ability to meet the Agency?s requirement. Vendors should provide the names and contact information of customers. We reserve the right to verify information with references. Vendors responding should indicate whether their services are available on the GSA Schedule. Pricing data may be submitted. This is not a request for proposal and the Government does not intend to pay for information submitted. Responses should be limited to 15 pages. Respondents will not be notified of the results of the evaluation of the data received. No contract award will be made on the basis of responses received; however, this information will be used in SSA?s assessment of capable sources. Although electronic responses are encouraged, any paper responses to this notice should be submitted in duplicate. All responses are due within 15 days of this publication and should refer to ?Enterprise Portfolio Management System?.
