Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICIATION WILL NOT RECEIVE A RESPONSE. The 50th Contracting Squadron at Schriever AFB located in Colorado Springs, Colorado is conducting a market survey to determine the existence of potential small business sources to perform Central Utility Plant operations, maintenance, repair, and distribution at Onizuka AS, California. The Government is currently performing this requirement utilizing 16 manpower positions. A cost study under OMB Circular A-76 will be conducted to determine the most cost-effective mode of operation. A single solicitation will be issued for this study. It is anticipated the period of performance will be one basic year and four option years. A phase-in period will also be anticipated. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding on the Government. Updated information will be provided in future announcements and posted electronically on the Electronic Posting System (EPS) located at www.eps.gov as available. The North American Industry Classification System Code 561210 applies to this solicitation. The Government will procure this as a Small Business set-aside. The Small Business size standard for this solicitation is $12 million. This requirement will involve contractor performance of 100% reliability for power, steam, and chilled water for mission critical facilities; provide heating, ventilation, and air conditioning (HVAC) and emergency power to mission support facilities; operate uninterruptible power supply systems; operate and maintain portable generator power; maintain natural gas and oil system inside the Central Utilities Plant (CUP); maintain components of base diesel fuel and system (DF2); maintain fuel inventory and leak detection for tanks; maintain diesel fire pump and fuel system. Operate and maintain compressed air distribution system, to include service station air compressor. The contractor will provide all personnel to include: management, technicians/operators, labor parts and services to operate, maintain and repair the CUP (electrical power, chilled, and steam/hot water) and (electrical power), emergency fire pump station to include the operation of the Solid State Uninterruptible Power Supply (SSUPS). These services are to be provided to operate 24 hours a day 7 days a week, including weekends and holidays. The requirement consists of a 4,750-ton chiller plant, 52-mbtu heat plant, 16.5-mega watt power plant and a 1.5-megawatt plant. Interested and qualified sources are requested to provide a statement of current capability and past performance information. Sources must demonstrate management and technical experience on similar acquisitions, specifically addressing the requirements specified in this synopsis, and demonstrate the ability to obtain the resources necessary to successfully compete for this requirement. Interested and qualified sources are requested to provide the following information: (1) company name, point of contact, e-mail address, telephone and facsimile numbers, and type and business size, (2) a list of your most relevant and recent DOD or commercial contracts (not to exceed five) to include names, points of contact, phone numbers, value and type of contract, period of performance, and brief description, (3) information telling us about your company and why you think you can perform this contract. Respondents are asked to limit their submissions to five (5) pages or less. In order to be considered in this market survey responses are required not later than close of business (COB) 24 Jul 03. Telephone responses are not acceptable.
