Description
70?This is a MARKET SEARCH FOR SMALL BUSINESSES AND 8(a) FIRMS, not a request for proposals. The National Center for Toxicological Research (NCTR), Jefferson, Arkansas, has a requirement for on-site Information Technology Services. Qualified professional, technical and administrative staff will be required to perform the following services: (1) Experiment Support Services for specific studies starting with the planning phase of new experiments continuing through final data analysis, report and publication generation, in accordance with Good Laboratory Procedures (GLP). (2) Development, Enhancement, Conversion, and Maintenance of Application Systems in accordance with Systems Development Standard Operating Procedures, Security and Standards requirements as defined in the DHHS Information Resources Management Manual and GLP. (3) Systems Support for Center wide central computer systems; database and network administration and management; systems programming; networking hardware. (4) User Support (including hardware/software installation, graphics, web authoring, training) and ADP inventories; (5) Toxicoinformatics including artificial intelligence, scientific visualization, numerical simulation and modeling techniques, computational chemistry, bioinformatics and datamining and warehousing; (6) Statistical Support and consultation for NCTR experiments and projects and IAGS and CRADAs. All companies responding to this synopsis must demonstrate their experience and/or capability by submitting qualification statements, including references directly related to the subject requirement. Qualification statements should be sent to the above address from any SMALL BUSINESS and 8(a) firms and will be evaluated on the basis of: (1) Technical Understanding and Approach for accomplishing the technical requirements of the Statement of Work (feasibility, level of understanding of requirement, level of understanding of inherent problems); (2) Resources (quality of personnel, quality of support, quality of staffing plan, recruitment) (3) Management Structure (Quality of task management plan, quality of organization plan, quality of phase in plan, quality of security plan; (4) Experience in user support, center wide computer systems, design of research systems, experience in scientific visualization, numerical simulation (and modeling techniques), computational chemistry, bioinformatics, data mining (and warehousing) and artificial intelligence. Qualification statements must include references and provide: (1) The referenced contract numbers; (2) The type of contract and dollar amount; (3) a description of the work performed and end products produced; (4) For whom performed and personal point of contact (name, title, address, and telephone number); (5) Performance period and location; and (6) Number and type of personnel employed on the specified contract. Firms responding to this request for qualification statements should indicate whether they are, or are not, certified by the Small Business Administration as an 8 (a) firm. This information will be used to determine if a National Buy for 8(a) firms, or a set-aside for small business firms, is appropriate. The applicable North American Industry Classification Code is 541512 with a size standard of $21 million . Qualification statements are due no later than 30 days after publication of this notice and should reference Sources Sought No. 04-2003.
