Description
N68950-04-R-1102, MAINTENANCE AND REPAIRS FOR THE EAST AND WEST SUBSTATIONS AT THE NAVAL SURFACE WARFARE CENTER, CRANE, INDIANA. This RFP will be released via the Internet. All prospective offerors and plan rooms must be registered on the website. This RFQ will be available for viewing and downloading at http:www.esol.navfac.navy.mil. The official planholders list will be maintained and can be printed from the website only. Amendments will b posted on the website for downloading. This will normally be the only method of distributing amendments, therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS RFP. All contractual and technical questions must be submitted to Debra Dills, email to: dills_debra@crane.navy.mil. The proposal will be evaluated on the Offeror's technical submission and price proposal. Technical and price factors will be equal in significance. Offerors are required to submit separate technical and price proposals for the project. As a result of this Request for Proposal, the offeror determined to be the best in ability and value to the Government will be awarded this contract. The Contractor shall provide all labor, supplies, materials, certifications, testing, transportation and supervision for maintenance and repairs for the East and West Substations as stated in the Statement of Work complete and ready to use at the Naval Surface Warfare Center, (NSWC) Crane, Indiana. This includes preventative maintenance, visual inspection, and operational checks of substations transformers, load tap changers, oil circuit breakers, vacuum breakers, control transformers, equipment bushing, arresters, protective relays and incidental related work. In no event shall failure to inspect the site constitute grounds for a claim after contract has been awarded. Arrangements to visit the site of work for the purpose of preparing a proposal can be made by contracting the Project Manager, Mr. Brent Robertson at (812) 854-3318, or the Construction Rep, Tim Sears at (812) 854-3268. The accomplishment of this work effort will be via Firm-Fixed Price contract utilizing the Commercial Acquisition Procedures found in Federal Acquisition Regulations Part 12. The contract will also provide for four (4) additional option periods to be exercised at the discretion of the Government. This proposed contract will be issued as an Unrestricted Procurement. The North American Industrial Classification System (NAICS) code is 237130 Power & Communication Line & Related Structures Construction. The Small Business Size Standard is $28.5 Million. Proposals are due November 25, 2003 2:00 PM EST at the ROIC Office, Crane, Indiana.
