Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written solicitation will not be issued. The provisions and clauses in the RFQ are those in effect through FAC 97-27. The Regional Contracting Department, Marine Corps Base Hawaii intends on negotiating a Firm-Fixed contract for: 0001 Rental of roll-off containers. 0001AA Rental of 30 to 40 cubic yard roll-off containers. Rental/Services to provide all labor, materials and equipment to deliver and dispose of contents for Marine Corps Base Hawaii, Kaneohe, HI. Container will be filled with contents from various MCBH Facilities Department on-going projects throughout the base. When the containers are full, the government POC for the project/job will call vendor to have it emptied and replaced. Delivery and placement of the containers shall be coordinated through POC: Shelley White @ 808-257-2171 extension 265, E-mail: whites@mcbh.usmc.mil. Rental of Container: 40 EA, 0001AB Dump/Tipping fee, charges for roll-off containers. Roll-off containers to be emptied and replaced within a 24 hour notice of notification. Hauling and delivery charges are included in the container charge. Hawaii State Tax @ 4.166% is applicable. Note: weight receipt from the landfill must be submitted with billing or invoice. Dump/tipping fees: Up to 5 tons, Over 5 tons 1 LT. This requirement has a Base Period of 15 December 2003 through 14 December 2004 and two (2) 12-month option years thereafter, f.o.b. destination to various locations in MCBH Kaneohe Bay, HI 96863. The NAICS and the small business standard for this procurement is 562111 and 6.0 Mil. respectively. All contractors must be registered in the Central Contracting Registration database to be eligible for a Department of Defense contract award. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at http://www.gsa.gov/forms/pdf_file and submit a quotation. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. Evaluation and award will be made to the responsible offeror submitting the low cost, technically acceptable quote. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The quoter shall provide the information required in FAR 52.212-3 Offeror Representations and Certifications--Commercial Items. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act--Supplies", the quoter shall state and list the country of origin, DFAR 252.212-7000--Offeror Representations and Certifications-Commercial Items (NOV 1995), and DFAR 252.225-7035--Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payments Program Certificate (MAR 1998)-Alternate I (MAR 1998).
