- Description
- The Office of the Cancer Information Service, located in the Office of Communications, National Cancer Institute (NCI), is responsible for the operations of the Cancer Information Service (CIS) program. NCI intends to award 15 base contracts to operate the CIS Partnership Program. All offerors must propose to operate the base contract in one of the designated regions below. One base award will be made for each region. CANCER INFORMATION SERVICE REGIONS: NEW ENGLAND: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont. NEW YORK: New York. ATLANTIC: Delaware, New Jersey, Pennsylvania. MID-WEST: Michigan, Indiana, Ohio. MID-ATLANTIC: Washington, D.C., Maryland, Virginia, West Virginia. SOUTHEAST: Georgia, North Carolina, South Carolina. MID-SOUTH: Tennessee, Arkansas, Alabama, Kentucky, Louisiana, Mississippi. COASTAL: Florida, Puerto Rico, US Virgin Islands. NORTH CENTRAL: Iowa, Minnesota, North Dakota, South Dakota, Wisconsin. HEARTLAND: Kansas, Illinois, Missouri, Nebraska. SOUTH CENTRAL: Oklahoma, Texas. ROCKY MOUNTAIN: Arizona, Colorado, Montana, New Mexico, Utah, Wyoming. NORTHWEST: Alaska, Idaho, Nevada, Oregon, Washington. CALIFORNIA: California. PACIFIC: Hawaii and U.S. Pacific Territories (American Samoa, Commonwealth of the Mariana Islands, and Guam). Offerors may also choose to propose on one or more of the following four Modules. -----------MODULE 1: CIS RESEARCH COORDINATION?The Government intends to award four contracts to include CIS Research Coordination. While the contract Statement of Work requires all CIS contractors to participate in health communications research activities, the Government intends to implement a Research Coordination function in each Cluster (Cluster designations shown below) to provide research-related expertise and support for the Partnership Program offices in the Cluster. Offerors should propose an individual who will work with CIS contractors in the Cluster and the Project Office to implement the CIS National Research Agenda. PREREQUISITE: To be considered for Module 1, offerors must first be determined to be technically acceptable to operate the base Partnership Program contract in one of the regions. Please note that offerors are free to propose only on the Partnership Program if they choose. ------------MODULE 2: CIS COORDINATING CENTER--The Government intends to award four contracts to include operation of one CIS Coordinating Center in each Cluster. Each Coordinating Center will operate a Contact Center and provide additional services such as Contact Center services and Partnership Program support to a designated Cluster of Partnership Program Regions. Designated Clusters for Coordinating Centers are: ----------------Northern CIS Cluster which consists of the following CIS regions: NEW ENGLAND, NEW YORK, ATLANTIC, and MID-WEST. ------------------Southern CIS Cluster which consists of the following CIS regions: MID-ATLANTIC, SOUTHEAST, MID-SOUTH, and COASTAL. --------------------Central CIS Cluster which consists of the following CIS regions: NORTH CENTRAL, HEARTLAND, SOUTH CENTRAL, and ROCKY MOUNTAIN. ---------------------Western CIS Cluster which consists of the following CIS regions: NORTHWEST, CALIFORNIA, and PACIFIC. Each Contact Center will provide the following services: operate the toll free telephone service at 1-800-4-CANCER and the Smoking Quitline at 1-877-44U-QUIT and provide LiveHelp Instant Messaging Services. In addition, the Coordinating Centers will provide the following services to the CIS network: 1) Training Services to a Cluster of CIS Partnership Offices, and 2) Coordination of regional information for a CIS national website. PREREQUISITE: To be considered for Module 2, offerors must first be determined to be technically acceptable to operate the base Partnership Program contract in one of the regions. Please note that offerors are free to propose only on the Partnership Program if they choose. --------------------MODULE 3: National Spanish Call Service - -The NCI intends to award one contract to include operation of a call service to provide Spanish language services for the nation during regular hours of operation in all time zones. The award will be made to one successful offeror of a Partnership Program contract and Module 2: CIS Coordinating Center. PREREQUISITE: To be considered for Module 3, offerors must first be determined to be technically acceptable to operate the base Partnership Program contract in one of the regions, and on Module 2: CIS Coordinating Center. Please note that offerors are free to propose only on the Partnership Program and Module 2 if they choose. -------------------MODULE 4: E-Mail Response Service- -The NCI intends to award one contract to include operation of an E-Mail service responding to individuals who address cancer information questions to NCI?s website Cancer.gov. Award of this Module will be made to one successful offeror of the base Partnership Program contract and Module 2, the CIS Coordinating Center. PREREQUISITE: To be considered for Module 4, offerors must first be determined to be technically acceptable to operate the base Partnership Program contract in one of the regions, and on Module 2: CIS Coordinating Center. Please note that offerors are free to propose only on the Partnership Program and Module 2 if they choose. It is anticipated that 15 cost-reimbursement, incrementally funded, completion type contracts (to include the Modules) will be awarded for a five-year period of performance beginning on October 15, 2004. The incumbent contractors are: Yale University, NO2-CO-01100; Sloan Kettering Institute for Cancer Research, NO2-CO-01101; Fox Chase Cancer Center, NO2-CO-01102; University of West Virginia, NO2-CO-01103; Duke University, NO2-CO-01104; University of Kentucky, NO2-CO-01241; University of Miami, NO2-CO-01243; Wayne State University, NO2-CO-01109; University of Kansas, NO2-CO-01110; University of Wisconsin, NO2-CO-01111; University of Texas/M.D. Anderson, NO2-CO-01112; Penrose-St Francis Health Services, NO2-CO-01113; Fred Hutchinson Cancer Research Center, NO2-CO-01114; Northern California Cancer Center, NO2-CO-01115. The solicitation is scheduled for electronic release on or about December 3, 2003. The proposals will be due approximately 45 days following the actual date of RFP issuance.
