Description
The Blood Diseases and Resources Program of the National Heart, Lung, and Blood Institute (NHLBI) is conducting a market survey to assess the availability and potential technical capability of small business firms as defined by the Small Business Act. The applicable NAICS code is 541710 and the size standard is 500 employees. Small businesses are sought for maintenance of the NHLBI biological specimen repository. The objectives of this project are to maintain a repository of blood specimens from NHLBI-sponsored studies and to make appropriate specimens available to the scientific community for use in research related to transfusion-transmitted diseases and disorders of the blood, lung, or cardiovascular system. The successful offeror will have the following responsibilities: 1) move current biological repository and government furnished equipment to the new location, including the transport of stored specimens, computer data, and all government furnished property; 2) maintain serum, plasma, and cell repository; 3) prepare aliquots from selected specimens; 4) prepare and ship panels of aliquots or specimens; 5) add specimens to repository; 6) perform virologic and serologic assays (in-house or through a subcontractor); 7) inventory control; and 8) ensure orderly transition of the repository to a successor contractor at contract expiration. Small business firms having demonstrated experience in performing tasks 2-7 above are invited to submit capability statements (original and two copies). Note: At the time of contract award, it is anticipated that the repository will consist of 4 million specimens contained in 165 freezers and 6 liquid nitrogen chests, with a total capacity of 4,000 cubic feet. Capability statements must provide evidence of required experience and demonstrate the following: 1) experience and availability of a Principal Investigator with technical and administrative competence to operate the repository; 2) experience, availability, and training of other repository and laboratory personnel to successfully perform requirements; 3) adequacy and availability of facilities and resources (equipment) which include repository space and equipment, adequate facility design and engineering features to achieve biohazard containment (laboratory biosafety level 2), and ability to maintain computerized inventory control data base; 4) ability to coordinate various aspects of storage, inventory control, preparation of aliquots, shipment of biological specimens; 5) ability to comply with all safety guidelines and regulations, including training and monitoring of personnel; 6) ability to move existing freezers and specimens without damage; 7) ability to perform serologic and virologic assays for the evaluation and validation of candidate blood screening tests for the detection of infectious agents; and 8) the firm?s status as a small business under NAICS 541710. Capability statements in response to this market survey that do not provide sufficient information for evaluation will not be considered. This is NOT a Request for Proposals (RFP), and responses should not include budgetary information. The RFP release date is pending. The government intends to negotiate one contract for a period of six years with an approximate award date of March 1, 2005. Firms responding to this market survey should provide pertinent information to the requirements mentioned above within fifteen (15) calendar days from the date of this announcement to the address shown above.
