- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation FA8601-04-T-0010, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. The acquisition is 100% set aside for small business concerns. The associated standard industrial classification (SIC) code is 3826 and the North American Industry Classification Systems (NAICS) code is 333314. The small business size standard is 500 employees. This requirement has one line item: Item 0001, A Wind Tunnel Seeder. The seeding system will include the following: Water supply filter and high pressure pump and motor to provide water (and alternatively a water/glycerin mixture) to the nozzles at 2000 psi. The pump is to include a remote control activator so that it can be switched on or off from the tunnel control room. The pump will also contain a mechanical pressure regulator for adjusting the supply pressure and a pressure damper to remove the pressure pulsation generated by the pump. High pressure water will be fed from the pump to a four way manifold via a high pressure flexible hose. The manifold will supply water to each one of the four spray bars which will contain the spray nozzles. On the manifold, a sintered metal filter unit will be incorporated so that the water reaching the nozzles is free from debris. A total of 8 nozzles will be installed on two 6-meter long spray bars with inside diameters of 12 mm. Each spray bar will contain 4 nozzles equi-spaced along its length. The two spray bars will be connected to the manifold using flexible hoses so that the separation distance between each bar may be adjusted as needed. The separation distance between each bar is fixed at 1.5 meters. The nozzles will be mounted on Swagelok Tee pieces to enhance adjustability. Two hand operated valves that will be provided to enable two of the spray bars to be switched off so that the amount of seeding may be adjusted during operation. A remote control panel will be provided to switch the high pressure pump on and off. All high pressure pipe and fittings are to be made of stainless steel.
