Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is FA8604-04-R-1004.This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2001-14 and DFARS Change Notice 20030722 Edition. The solicitation incorporates by reference the following clauses: FAR 52.212-1, 52.212-3, 52.212-4 and 52.212-5.DFAR 252.204-7004. The Air Force intends to solicit and negotiate with only one source under the authority of FAR13.106-1(b)(1) and FAR 6.302-1(a)(2). The proposed source is the International Society for Optical Engineering. The Item being procured is the AFRL- wide access to the SPIE Digital Library, 1998 to the present, for the period 1 Jan 2004 to 31 Dec 2004. This synopsis is being published for information purposes only. This notice of intent is not a request for competitive quotations however, the government will consider any quotations received within 7 days of issuance of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation should be e-mailed to Athanasius.Okwuoha@wpafb.af.mil no later than 4pm EST on 20 Nov 2003.
