- HEADQUARTERS AIR FORCE CENTER FOR ENVIRONMENTAL EXCELLENCE (HQ AFCEE), 3300 SIDNEY BROOKS, BROOKS CITY BASE, TEXAS, 78235-5112, INDEFINITE QUANTITY ARCHITECTURAL-ENGINEERING (A-E) SERVICES TO SUPPORT MISCELLANEOUS PETROLEUM, OILS, and LUBRICANTS (POL) SYSTEM PROJECTS AT VARIOUS LOCATIONS, WORLDWIDE, Solicitation: F41624-03-R-8089. Contracting POC: Cliff Trimble, Contracting Officer, (210) 536-6575 and Deirdre McCormick, Environmental Contract Manager, (210) 536-4505. DESCRIPTION OF ADVERTISED SOLICITATION 1. CONTRACT INFORMATION The primary work required under the contract shall be for an integrated project team of registered engineering professionals capable of planning and designing complex petroleum fuel facilities for the Defense Energy Support Center fuels upgrade program at installations worldwide. Requirements will include all efforts necessary to managing and executing Title I, Title II, and other A&E services specific to POL systems. The firm must have the ability to complete project design that includes renovation of existing facilities, complex phasing and new facilities. The term of the initial contract will be five years from the date of contract award or until a $25,000,000.00 (twenty-five million dollar) program capacity is reached. The estimated start date is approximately February 2004. AFCEE anticipates awarding 5 IDIQ contracts with FFP and T&M pricing arrangements; however, this number may be revised up or down based on the responses to this offer. The hourly rates will be negotiated for the 5-year period. Task orders under this contract will not exceed $500,000.00. The minimum guarantee per task order award is $15,000.00. 2. PROJECT INFORMATION This synopsis describes the contract requirements for engineering services for fuel systems at various locations worldwide. The US Air Force Center for Environmental Excellence, Brooks City-Base, Texas, is currently seeking services of architectural-engineering firms to perform Title I, Title II, and other AE services for POL systems at installations worldwide. Services are for mechanical, civil, and electrical designs and studies for fuel storage, handling and distribution systems such as tanks, pipes, pumps, valves, and for associated electrical power, lighting, cathodic protection, communications, fuel control systems and site grading. Title I Services required under this contract will include task orders consisting primarily of design for new, additions to, and upgrade of POL facilities including, but not limited to, above ground storage tanks; hydrant fuel distribution systems including pumps, valves, hydrant and filter separators, bulk storage systems, transfer pumphouses, and controls; buildings including pump houses, petroleum operations buildings, fuel truck maintenance buildings, and generator buildings. Task orders will also include infrastructure design for POL facility-related site utilities, site planning, aircraft parking aprons (pavement design), fuel pits, fill stands, and road and bridges. Task orders will include requirements for facility-related special designs including cathodic protection, fire protection, NATO cut-and-cover tanks, underground storage tank removal/replacement, special coatings and paints, asbestos/lead paint removal, and demolition of existing buildings. Construction cost estimates may be required for any of the design tasks listed above. Title II Services include supervision, inspection, and oversight of fuels related construction projects. Other AE Services requirements include inspecting on-land and underwater POL pipelines and fuel piers, gathering data, identifying significant issues, developing the appropriate methods for their internal and external inspection, identifying required retrofits, and preparing procedures for the installation of requisite pipeline components such as valves, pumps, flanges, tow access, spools, valve pits, and other retrofits. Individual task orders are expected for inspection, engineering assessments and installation of leak detection and cathodic protection systems. In addition, performance of pressure tests, pigging operations, and other POL pipeline integrity assessments will be required. The Contractor shall also provide a full range of management services associated with conventional design for construction of facilities of interest to the government. These efforts include planning, programming, studies, investigations, interior design services, and other services not associated with a specific POL construction project. 3. SELECTION CRITERIA The following evaluation factors are listed in priority order of importance that will be considered in the selection making: (a) the firm?s specialized experience for this specific line of design desired, (b) professional qualifications of team members that will be assigned to the work, (c) past performance and customer satisfaction, (d) capacity for additional work, (e) volume and complexity of past work in the field and with the Government, and (f) the firm?s location. As a ?tie breaker? the respondent shall demonstrate their firm?s ability to perform a complete design, which is defined as the number of requests for information, requests for clarification, and the number of construction changes necessary for a complete and useable. Specific evaluation factors include: a) SPECIALIZED EXPERIENCE (within the past 5 years) has to reside with the prime firm (including consultants) individually and collectively in performing the following (for firms applying with multiple offices, indicate the office that completed each of the projects). Expertise of the individuals presented shall be representative of the experience applied to individual task orders. Failure of the contractor to apply representative experience as described in the criteria packages to individual task orders shall be considered default in their obligations under the task order: 1) Complete understanding of commercial petroleum standards (API, NACE, ASME and SSPC). 2) Documented design projects using Military Handbook 1022A, ?Petroleum Fuel Facilities?; API 653, API 570; Underground Storage Tank (UST), Aboveground Storage Tank (AST), piping, and related environmental regulations, including Air Force and DoD and State environmental policies; and Air Force Fueling Standards, Petroleum Fuel Facilities. 3) The ability to perform API 653 Tank/API 570 certified pipeline inspection services, magnetic flux leakage testing, helium tank bottom testing, pipeline integrity assessments, cathodic protection system and tank coating assessment services (SSPC-PCS). 4) Experience in the application of Federal, State, County, and City environmental regulations to petroleum products storage, secondary containment and leakage monitoring, and distribution systems. 5) The design for repair and construction of large scale petroleum fuel storage facilities with multiple tanks of greater than 50,000 barrel capacity, and fuel handling and distribution systems such as tanks, pipes, pumps, and valves, and in the associated designs for electrical power, cathodic protection, communications, and control systems. b) PROFESSIONAL QUALIFICATIONS AND SPECIALIZED EXPERIENCE and technical competence in the type of work required. Provide the following information for the staff proposed for this work, using these column headings: ?NAME?, ?RELATED PROJECTS WORKED ON?, ?YEAR?, ?FIRM?, and ?TECHNICAL ROLE.? Technical competence by discipline (education, registration, and experience) of individual engineering team members of Petroleum Fuel Facilities. Professional qualifications of the staff to be assigned to this contract in the evaluation and design of cathodic protection and corrosion control systems, experiences in the application of federal, state, county and city environmental regulations, and conducting site engineering investigations. List only the team members who will actually perform major and critical field and office tasks under this Contract. Qualifications should reflect the individual?s potential contribution to this contract. Include also their academic achievements ? degrees and the professional registration, e.g., National Association of Corrosion Engineers (NACE) certification, and awards. Illustrate the staff?s experiences in overseas projects particularly in the preparation of cost estimates since this is a worldwide contract. The firm shall apply the experience of the individuals presented to the Government on a proportional basis or the firm shall be considered in default of their obligations under the task order. Firms will be evaluated in terms of the design staff?s: 1) Active professional registration. 2) Experience (with present and other firms) and roles of staff members specifically on projects addressed in evaluation factor number one. 3) Capability to provide qualified backup staffing for key personnel to ensure continuity of services and ability to surge to meet unexpected project demands. 4) Proposed personnel must possess comprehensive knowledge and present evidence of accomplishments in POL Facilities Engineering. Specific areas of expertise include but are not limited to: project management, economic impact studies and analysis, scheduling, feasibility studies, engineering analysis, facility design, preparing project execution plans and drawings, geotechnical surveys, failure analysis, surveying, internal inline inspection, coating and cathodic protection surveys and analysis, fabricating and installing project components, repairing and rehabilitating POL Facilities and supporting structures, project logistical support, field inspection, quality control, preparing project technical reports and drawings, updating and maintaining a Geographic Information System, and preparing project cost and progress reports. Firms will be further evaluated in terms of the staff?s qualification as follows: (a) Technical Manager. This individual must be a full time permanent employee of the prime contractor, and must have: 1. Minimum of an earned Bachelors of Science degree in Civil or Mechanical Engineering. 2. Minimum ten years experience in POL facilities engineering, five years experience in the management of engineering design, inspection, testing, and construction of POL facilities. (b) Senior Mechanical, Project, Civil and Pipeline Engineers. These individuals must be full time permanent employees of the prime contractor, and must have: 1. Minimum of an earned Bachelors of Science degree in Civil or Mechanical Engineering. 2. Minimum five years experience in POL facilities engineering. Two years of experience in the management of engineering design, inspection, testing, and construction of POL facilities. 3. Professional Engineering Registration. (c) Civil Engineer. This individual must be a full time permanent employee of the prime contractor, and must have: 1. Minimum of an earned Bachelors of Science degree in Civil Engineering. 2. Minimum two years experience in Civil Engineering including structural design, concrete design, paving and design, surveying, excavating, welding, and construction. (d) Cathodic Protection Engineer. This individual must have: 1. Minimum of an earned Bachelors of Science degree in Civil, Electrical, Chemical, or Mechanical Engineering; 2. Minimum seven years experience in performing coating and cathodic protection surveys, analysis of POL pipelines and associated facilities, and design of cathodic protection systems. 3. Must be NACE Certified Inspector. (e) Pipeline Pigging Expert. 1. Five years experience in pipeline pigging. Must include work with all pig technology types. Must have experience in preparation, feasibility and application of appropriate technology. 2. Five years experience in management of pigging projects. Must include all aspects of project management from start to finish. (f) Construction Inspector. This individual must have a minimum five years field experience in POL and related facilities installation, testing, and internal and external inspections; quality assurance; quality control and inspection including destructive and non-destructive testing. c) PAST PERFORMANCE: Past performance ratings by Government agencies and private industry with respect to work quality, performance, and compliance with schedules and cost control of petroleum fuel projects. Claims of superior performance must be accompanied by customer feedback that addresses the completeness of the original design. The respondent shall receive a rating on a scale determined by the placement of the individual package in the rank order of all packages. Specific detail that describes the firms past ability to specifically institute control measures for design quality, adherence to the performance specifications, and lowest cost will greatly impact the scoring on this item. Other useless information will detract from this rating. d) CAPACITY FOR ADDITIONAL WORK: The contractor shall identify the volume of projects and labor hours that would be available in the different disciplines for new project execution. The contractor shall use the in-house labor force only. e) VOLUME OF WORK INDUSTRY WIDE AND WITHIN THE DoD: Firms will be evaluated in terms of work awarded in the fuels industry and within the DoD during the previous 12 months. f) LOCATION of OFFICES: Contractor shall identify their office locations that work shall be managed from. The potential impact of this is to minimize the travel to AFCEE or one of its customers to reduce cost and provide a benefit to the Government. g) COMPLETENESS OF DESIGN: Defined as the number of requests for information, requests for clarification, and the number of construction changes necessary for a complete and useable design. A matrix of these items against large projects with listed dollar values is a suggested response. h) Participation of small businesses, small disadvantages businesses, historically black colleges and universities and minority institutions measures as a percentage of the estimated effort. PLACE OF PERFORMANCE Contractor shall travel to various worldwide Government locations as required by individual task orders to perform project planning, design, analysis of POL projects. Travel will include, but not be limited, to selected project sites worldwide. Travel to project sites may be required as part of several tasks anticipated during the period of this contract. Program reviews may be held in Washington, DC; Alexandria, VA; Brooks City-Base, TX, or at other locations in the United States. The Contractor may be required to attend program reviews as stipulated in individual task orders. 4. SUBMITTAL REQUIREMENTS AE firms having capabilities to perform this work are invited to submit four completed SF 255, US Government Architect-Engineer and Related Services Questionnaire for Specific Project, and four completed SF 254 for themselves and their subcontractors to the office shown below. The closing date is 30 days from the publication of this announcement. In Block 7 of the SF 255, provide resumes for all key team members as specified above in 3b. In block 9 of the SF 255, responding firms must indicate the number and amount of DoD (Army Navy and Air Force) contracts awarded in the 12 months prior to this notice, including change orders and supplemental agreements. In block 10 of the SF 255, describe the firm?s quality control plan including coordination of subcontractors. Responses received by the close of business on the closing date will be considered for selection. If the closing date in a Saturday, Sunday, or Federal holiday, the deadline is the close of the next business day. No other notification to firms under consideration for this project will be made and no further action is required. All responsible sources may submit the required SF 254 and SF 255, which shall be considered by the agency. Solicitation packages are not provided for A-E contracts. This is not a request for proposal. Numbered Note 24. SF 254 and SF 255 shall be prepared in black and white only with no photographs that address the above criteria. SF 245/255s shall not exceed 25 printed pages (double sided are two pages/organization charts excluded). The Cover letter and other pages with no technical data will not be included in the evaluation process. Submittals received after this date and time will not be considered. FAILURE TO COMPLY Responses that are over the limit of 25 pages, the Government may truncate the remaining pages and the additional material discarded. Failure to specifically address the individual selection criteria is historically the principle reason for poor placement in rank order among respondents. The Government will not pay for any information submitted to this announcement.
