Description

NA Defense Contracting Command-Washington (DCC-W) intends to award a single-source contract (IAW FAR 6.302) to Freedom Technologies, Inc., 555 12th St., NW, STE 950 North, Washington, DC 20004-5200. The project is to provide support to the Department regard ing the development, coordination and oversight of DoD policies and strategic plans on the management, preservation and use of electromagnetic spectrum. This is to include development of strategic DoD policy positions and leadership in the President?????? s Spectrum Initiative and implementation of the results of the 2003 World Radiocommunication Conference (WRC) in Geneva, Switzlerland. The contractor will: 1) provide the primary strategic advice and liaison with policy and regulatory decisions made by th e FCC that will affect DoD across a range of issues to include track and provide guidance on Congressional activities tied into the universe of FCC-related spectrum issues, and 2) monitor/coordinate the Department??????s response to legislation designed to create a Spectrum Relocation Trust Fund to fully compensate the Department for relocation of its systems out of spectrum that is being turned over to the private sector. The period of performance is from the effective date through September 2004. No RFP for competitive competition; this announcement is for informational purposes only. See Note 22.
