Description
BLM Invitation for Bids, NAB040010, MINIMUM OF 2,800 TONS/MAXIMUM OF 16,500 TONS OF GOOD QUALITY ALFALFA HAY AND A MINIMUM OF 900 TONS/MAXIMUM OF 5,400 TONS OF GOOD QUALITY GRASS HAY TO BE DELIVERED OVER A 12-MONTH PERIOD, WITH TWO 12-MONTH OPTIONS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation number NAB040010 applies and is issued as an Invitation for Bid (IFB) for the following requirement: The Bureau of Land Management's Litchfield, CA Holding Facility has a requirement for a minimum of 2,800 tons and a maximum of 16,500 tons of good quality alfalfa hay and a minimum of 900 tons and a maximum of 5,400 tons of good quality grass hay, delivered in increments of approximately 2 truckloads per week for alfalfa and 1 truckload per week for grass (as specified by the Contracting Officer's Representative (COR)), from December 10, 2003 to December 9, 2004, with an option for 2 more 12-month periods. The minimum and maximum quantities of hay specified are for the life of the contract. HAY REQUIREMENTS: The hay must be provided in accordance with the following specifications: 1) Good quality hay for the feeding of between 800 and 1,600 wild horses and burros per day. 2) Domestically Grown. 3) Sun-cured with no moisture damage, not heating, properly stored and well-cured. 4) 2nd cutting from current year crop. 5) Shall consist of alfalfa (for alfalfa hay only) and either timothy grass only or a combination of timothy, brome and orchard grass, used for food for domestic animals, cured, cut and stored for fodder. 6) Shall be free of mold, dust, Russian thistle or Prickly herb, "cheat" grass, foxtails, corn stalks, bearded grain and other long awns (spikelets) and any other weed or grass not considered healthy forage for domestic animals. 7) Shall be free from animal contamination, dangerous pesticides and foreign matter of any kind (i.e. wire, nails or other debris). 8) Shall be cut with a crimper and baled with wire or Rat and Rot-proof twine. 9) Shall be delivered direct from fields or barns via clean vehicles not used for transport of livestock. 10) Shall be provided in square bales, weighing no more than 130 pounds each. 11) Shall be in bales of uniform length; Ragged bales, bales with loose wire/twine and broken bales are unacceptable. 12) Bales from the fields at the California Correctional Center in Susanville, CA are unacceptable. DELIVERY REQUIREMENTS: 1) The Contractor shall coordinate all deliveries and unload all bales as specified by the COR. 2) Contractor shall submit a weigh ticket for each load to verify weight delivered. 3) Contractor shall submit a weigh ticket for each load to verify weight delivered. 4) All deliveries will be inspected by the on-site COR/PI and either approved or rejected for non-compliance before unloading. 4) The COR shall direct the Contractor to correct any nonconforming deliverables and confirm such direction in writing to the Contractor, with copies going to the Contracting Officer. 5) Deliveries will be made during normal business hours, Monday - Friday between 8 a.m. - 4 p.m., and coordinated with the COR. 6) Weekend deliveries will be permitted only with the approval of the COR. 7) Weigh tickets will be provided to the COR upon hay delivery and used to verify the tonnage shipped prior to inspection and eventual acceptance of each shipment. 8) The Contractor will be reimbursed for the actual quantity of alfalfa hay shipped. 9) The hay shall be delivered, unloaded and stacked by the Contractor at the following location: Bureau of Land Management, Litchfield Holding Facility, 474-000 Highway 395 East, Litchfield, CA 96117. 10) All hay shall be transported using standard commercial practices for the shipment of alfalfa hay, in vehicles compliant with local, State and Federal regulations concerning the transport of alfalfa hay. This is a 100% set-aside for small business (See Note 1). The NAICS classification is 111940. Size standard is $.75 million. The following provisions and Clauses apply to this announcement: FAR clauses 52.212-1 and 3 thru 5 are applicable and this synopsis/solicitation incorporates all provisions and clauses in effect through Federal Acquisition Circular 2001-17. Addendum to 52.212-5: 52.203-6 RESTRICTIONS ON SUBCONTRACTOR SALES TO THE GOVERNMENT, WITH ALTERNATE 1; 52.216-1 TYPE OF CONTRACT - Indefinite delivery, indefinite quantity; 52.216-5 PRICE REDETERMINATION-PROSPECTIVE (c) end of the base year, 2 months, (d) 30 days, 10 days, (d)(ii) first; 52.217-08 OPTION TO EXTEND SERVICES 10 days; 52.216-18 ORDERING (OCT 1995) (a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from Date of Award through 42 Calendar Months. (b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control. (c) If mailed, a delivery order or task order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule. (d) Award of a contract constitutes the first delivery order of the contract. Subsequent orders shall be issued orally by the Contracting Officer's Representative (COR).
