Description
The Bureau of Land Management has a requirement for a trailer mounted or other suitably mobile video judgmental firearms training system, which is capable of being deployed at pre-established training facilities used by the BLM Law Enforcement officers during the annual in-service and other law enforcement training. The contract will be awarded as a 5-year indefinite delivery - indefinite quantity contract with a base year and options for four additional years of service. Locations for service may include Evergreen Air Center, Marana, Arizona; USFS Fire Academy at McLellan Business Park, Sacramento, California; The BLM National Training Center, Phoenix, Arizona; The National Interagency Fire Center, Boise, Idaho; and the Utah National Guard facility, Camp Williams, Riverton, Utah. The contract will be structured with firm-fixed price daily rates for the system and system operator, and not-to-exceed rates for mileage, and other direct charges related to travel and per diem. The firearms training system must be a FATS III, Range 2000, PRISim, or equivalent system capable of the following: Playing branching law enforcement video scenarios that are applicable to land management law enforcement; Recording shots fired, wounding hits, fatal hits, and misses, and generating permanent record for each student; The use and recording of less lethal weapons such as chemical agents and baton; The use of flashlights in low light scenarios; Shoot-back cannon capabilities. In addition, the vendor must supply the following: System operator with the system who will be present at all times during training/testing; Sig Sauer P-226 and/or P-228 firearms to be used with the system; All video, disk and/or tape scenarios including the "L.A.P.D." branching scenarios, or equivalent; Available technical support for operation and maintenance of the system during the actual training use. The equipment must be on site and available for the exclusive use of the Bureau of Land Management during the contract period. General time frame and contract locations for 2004: (1) Evergreen Air Center, Marana, AZ, Monday, Tuesday and Wednesday evenings during the approximate hours of 4:30 pm to 9:00 pm between March 8 and March 24, 2004. Approximately 12 students each evening; (2) Camp Williams, Riverton, UT, Monday, Tuesday and Wednesday evenings during the approximate hours of 4:30 pm to 9:00 pm between April 5 and 21, 2004. Approximately 12 students each evening; (3) USFS Wildland Fire Academy, Sacramento, CA, Monday, Tuesday and Wednesday evenings during the approximate hours of 4:30 pm to 9:00 pm between May 10 and 19, 2004. Approximately 12 students each evening; (4) BLM National Training Center, Phoenix, AZ, one mid-week evening between mid-November and early December, 2004 between the approximate hours of 5:00 pm and 9:00 pm for approximately 15 students. This requirement is 100 percent set-aside for small business under NAICS Code 532490. The solicitation will be made available on or about November 17, 2003.
