Description
This requirement is being issued by The Department of the Interior (DOI), Minerals Management Service (MMS). DOI intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotes are requested and a written solicitation will NOT be issued. This requirement is 100% set aside for small businesses. All offerors must be able to qualify under the North American Industry Classification System (NAICS) code 334290 (Other Communications Equipment Manufacturing) size standard 750 employees. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Oct 2003); 2) 52.212-2, Evaluation-Commercial Items (Oct 2003); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (Oct 2003); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2003); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Oct 2003). Title: Satellite Transmitters for use in the study "Foraging Ecology of Common Ravens (Corvus corax) on Alaska's Coastal Plain." Background: The Department of Interior, Minerals Management Service intends to obtain satellite transmitters for use in the Coastal Marine (CMI) study "Foraging Ecology of Common Ravens (Corvus corax) on Alaska's Coastal Plain" under National Studies List (NSL) AK 93-48. Period of Performace: Contractor must have the capability to meet the delivery deadline of February 15, 2004. Specifications: Quantity - 10, Weight- 20-25g (total), PTT, single, double-A cell, Avg life span must be greater than 1 year, backpack mounts, reinforced antenna, multi-season nanotimer, programmable duty cycle. II. Evaluation Criteria: Evaluation Factors will be checked in the order given. Each offeror's quotation will be evaluated based on the following: Factors A, B, and C which are in descending order of importance. A) Technical Capability; B) Past Performance; (Please provide a list of all similar efforts performed by your organization for the last two years. Provide evidence that the Satellite Transmitters are able to withstand the Arctic Elements. Include a description of the project, project title, contract number, contract amount, client identification including agency or company name, contracting and technical reviewing official, address and telephone number. (References will be checked.) Your proposal must demonstrate that your organization can successfully complete this project.) C) Price. Contract Award -Contract award shall be made to the responsible offeror whose offer(s), in conforming to this RFP, provides an overall best value to the Government. The Government's objective is to receive the highest quality Contractor possible, at a realistic and reasonable cost; however, between proposals that are evaluated as equal in quality, cost will become a major consideration in selection the successful offeror(s). III. The Government estimate for the full performance of this project is between $20,000 to $30,000. IV. How to Respond: Offerors shall submit three copies of their Quotation (one with cost clearly marked) no later than 3:00 pm EST, November 21, 2003, to: Mathew Ridolfi, Minerals Management Service, Procurement Operations Branch, 381 Elden Street, MS 2510, Herndon, VA 20170, or electronically to: Mathew.ridolfi@mms.gov. Cost proposal shall include breakdown of cost per Satellite Transmitter. Quotation must be received by the closing date to be considered. Time of receipt of submissions will be determined by the time received in the Procurement Operations Branch, Herndon, VA.
