- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Data Sciences International, 4211 Lexington Avenue North, St. Paul, MN 55126-6164 for the acquisition of one Radiotelemetry Data Acquisition System and the software updates for two Radiotelemetry Data Acquisition Systems. This will replace one obsolete systems and upgrade two existing systems so that they will meet current research needs. The systems will permit EPA to continuously monitor up to eight animals simultaneously for the purpose of obtaining data on heart rate variablility, in addition to the other functional data routinely acquired. The EPA has identified Data Sciences International, the only vendor capable of satisfy the requirement. In order to ensure data compatibility and accuracy The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
