Description
This is a notice RE: pending Standing Quote for the period date of award through November 30, 2004. Item for bid will be as follows: NSN: 7290-00-260-1147 HANDCART, MAIL: Shall be a caster-mounted metal frame with two removable wire baskets in accordance with the following salient characteristics: Material. Tubing, angle, strip, rod, and wire shall be carbon steel in accordance with American Iron and Steel Institute (AISI) 1010, 1015, 1016, 1018, or 1020 (Unified Numbering System (UNS) G10100, G10150, G10160, G10180, or G10200). Supporting structure. The frame and handle shall be 7/8 inch, 18 gauge or 1 inch, 16 gauge. Dimensions. The mail handcart dimensions, in inches, shall be within the following ranges. The width and length dimensions of the baskets shall be sized to properly fit the overall width and length dimensions of the cart frame. Overall Upper Basket Lower Basket Height 1/ 34 - 42 10 - 12 5 - 8 Width 17 - 22 17 - 22 17 - 22 Length 2/ 28 - 38 24 - 29 24 - 29 1/ Overall height measured at rear of cart frame. 2/ Overall length measured from front of frame to back of rear wheel. Frame. The frame shall be rigid and boltless. The handle may be an integral part of the frame, welded to the frame, or bolted to the frame. Alternately the handle may be a snap on design held securely in place with a spring pin insert. Baskets. The removable baskets shall be rectangular and made from wire mesh. Frame wire shall be 6 gauge (minimum). Mid-frame wire shall be shall be 6 gauge (minimum). Cross wire shall be 11 gauge (minimum). Snap-on adjustable file guide bars shall be furnished with the upper basket. Casters. The cart shall have two 5-inch minimum front swiveling rubber casters and two five-inch minimum rear non-swiveling rubber casters. Casters shall be bolted to the frame or may be attached by cart frame tubing staked to the caster stems. Finish. All components of the mail handcart shall be treated with the manufacturer's commercial standard rust and corrosion proofing treatment. Assembly. The mail handcart shall be shipped either unassembled or fully assembled and ready to use. Workmanship. The mail handcart shall be free from sharp edges, projections, and defects which might impair serviceability or appearance or endanger the health or safety of users. All component parts shall fit properly with applicable component parts. All component parts shall be physically and functionally interchangeable without the need for modification within the same model number mail handcart. Product Conformance. The products provided shall meet the salient characteristics of this item purchase description and the industry specification cited, conform to the producer's own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. PACKAGING/PACKING: Each cart shall be packed in a close-fitting corrugated fiberboard box, minimum bursting strength 200 psi, or minimum edge crush strength 32 lb per inch width. Boxes shall conform to the applicable mode of transportation. MARKING: Shipments to GSA and other civilian agencies shall be marked in accordance with FED-STD-123. Shipments to the Department of Defense (DOD) shall be marked in accordance with MIL-STD-129. PALLETIZATION: The shipping containers shall be palletized. The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double face non-reversible pallets. The palletized load shall not exceed 2500 pounds in weight. The palletized load shall not overhang the pallet and shall not exceed 53 inches in overall height. Less than half pallet loads or loads shipped by small package carrier need not be palletized. NOTICE: All lumber used inside or outside a shipment shall be BARK FREE. UNITIZATION OF PALLET LOAD: The palletized load shall be unitized and secured to the pallet to insure that the load arrives intact. NOTICE OF SPECIAL REQUIREMENTS FOR SHIPMENT TO EUROPEAN UNION COUNTRIES: Per Clause D-FSS-468, non-manufactured wood pallets and other non-manufactured wood package material used in shipments destined for ultimate delivery to or through a European Union (EU) country shall comply with the Emergency Measures (2001/219/EC) adopted by the Commission of the European Communities (CEC). Additionally, shipments delivered to DoD distribution facilities or freight consolidation points for eventual delivery to or through EU countries shall comply with DLA PROCLTR 02-17.
