Description
Y – PRE-SOLICITATION NOTICE - The Government intends to issue an Invitation for Bids (IFB) for the construction of a new laboratory complex to be located in Maricopa, Arizona, approximately 30 miles south of Phoenix. The Base Bid consists of: 1) Building No. 100, an office building; 2) Building No. 200, a laboratory building (not including Alternate No. 3 below); 3) Building No. 300, a "high bay" building housing mostly growth chambers, incubators, freezers, ovens and related scientific equipment (not including Alternate No. 4 below); 4) Building No. 400, a central plant building; 5) Building No. 500, a workshop building; 6) the generator, automatic transfer switch and electrical site work only for Building No. 600, the head-house; 7) Greenhouses 003, 006, 009 and 012; 8) Building No. 800, a storage building housing relocated hazardous waste bins and a prefabricated freezer; and 9) Building No. 900, a prefabricated pump house building. The base bid also includes all other works shown on the plans and/or described in the specifications, with the exception of the following seven bid alternates. The seven (7) Bid Alternates in the order of priority include: 1) providing all indicated paving for the laboratory complex’s driveways and parking lots; 2) furnishing and installing Greenhouses 008 and 011; 3) furnishing and installing Greenhouses 001 and 004; 4) furnishing and installing Environmental Controlled Rooms 276, 282 and 301; 5) furnishing and installing Environmental Controlled Rooms 313, 314 and 315; 6) furnishing and installing Building No. 600, the head-house (not including Item 6 of the Base Bid above); and 7) providing all indicated site landscaping. The completion time is 18 calendar months after the issuance of the notice to proceed. The Estimated Cost of Construction (ECC) for the project is over $10,000,000. It is planned that this procurement will be conducted on an unrestricted basis in accordance with the Small Business Competitive Demonstration Program and under sealed bidding procedures. Large Businesses will be required to submit a subcontracting plan with goals for small, small-disadvantaged, woman-owned small, HUBZone small and service-disabled veteran-owned small businesses. A bid bond and Miller Act Performance and Payment bonds will be required. It is intended that the solicitation documents will be available for viewing and downloading on FedBizOpps (www.fedbizopps.gov) on or about September 17, 2003. The specifications and drawings will NOT be available on FEDBIZOPPS. Hard copies will be made available for purchase on or about September 17, 2003, for a NON-REFUNDABLE fee of $250.00. The written request and a check or money order MUST BE SENT TO: USDA, ARS, FD, Facilities Contracts Branch, 5601 Sunnyside Avenue, Mailstop 5124, Beltsville, MD 20705. The checks or money orders are NON-REFUNDABLE and shall be made payable to: USDA, Agriculture Research Service. Cash, credit cards, and two-party checks will not be accepted. TELEPHONE REQUESTS FOR THESE DOCUMENTS WILL NOT BE ACCEPTED. A single pre-bid conference and site visit is scheduled for October 15, 2003, at 9:00 a.m. at the University of Arizona, Maricopa Agricultural Center located at the corner of Smith-Enke Road and Pond Road, Maricopa, AZ. Subcontractors are encouraged to attend the pre-bid conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. Bid opening is scheduled for Wednesday, November 12, 2003, 2:00pm (EST) at the George Washington Carver Center, 5601 Sunnyside Avenue, Beltsville, MD 20705. Due to the heightened security at Government buildings, bidders are encouraged to send their bids via overnight mail. If bids are sent via regular mail, please allow an additional five (5) days for mail scanning. Couriers will not be allowed to drop bids off at the security desk; they must take them to the mail room located at the back of the building and therefore must do so in enough time to meet the date and time for receipt of bids.
