Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Purchase Request Number F4LG3032940100 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-16. The NAICS Code is 541512; size standard $21M. Commerce Business Daily Note 1 applies to this requirement. The Logistic Readiness Squadron requires a DOCUMENT CONTROL AUTOMATED IMAGING SYSTEM SPECIFICATIONS OF SERVICES: 1. System must be able to interface with the Standard Base Supply System (SBSS). 2. Be able to download delinquent documents from SBSS to the computer hard drive and clear those delinquent documents. 3. Be able to upload the cleared documents to SBSS in order to clear the images on the Delinquent Document Listing. 4. Be able to read bar codes of scanned images and retrieve all the appropriate data, i.e. stock number, document number, transaction number, etc. 5. Be able to distinguish between fileable and destroyable documents and file them accordingly. 6. Be compatible with Windows 2000 or higher and must be upgradeable as new Operating Systems become available. 7. Must be network compatible. 8. Must be able to save the scanned images on a compact disk and read images from a standard CD-ROM drive. 9. Must be able to query scanned documents, retrieve them and print them to a network 10. Must support industry standard scanners. CONTRACTOR REQUIREMENTS: 1. Provide a software maintenance and support contract for at least one year. Contract should include unlimited telephone and email technical support and all software upgrades for the contract period. 2. Provide onsite system installation, user training and system administrator training. 3. Provide a means of converting all our existing Bell and Howell transaction data and scanned images onto CDs. 4. Must be able to provide all these services by 1 Dec 03. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government. Interested parties capable of providing the above must submit a written price quote to include discount terms, cage code, and firm?s evidence of their ability to perform. All responses will be considered, but must be submitted on the requirement included in this synopsis. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS. (CT). Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items which can be obtained at http://www.arnet.gov/far. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following clauses also apply: 52.212-4 Contract Terms and Conditions-Commercial Items. Paragraph (c) of this clause is tailored as follows: (c Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of : (1) Administrative changes such as changes in the paying office, appropriation data, etc. (2) No cost amended shipping instructions (ASI) if?(A) The ASI modifies a unilateral purchase order, and (B) The contractor agrees verbally or in writing, (3) Any change made before work begins if?(A) The change is within scope of the original order, (B) The contractor agrees; ( C ) The modification references the contractor?s verbal or written agreement. 52.212-5, Contract Terms and Conditions ?
