- Description
- Offshore Petroleum Discharge System(s) (OPDS) consisting of U.S.-flag self-sustaining vessel(s) and associated equipment for the deployment, operation, and redeployment of OPDS in support of the Defense Energy Support Center's Prepositioning Program. See attached DRAFT Request for Proposals (RFP). Although the closing date reads 21 November 2003 there has been no closing date established. However, MSC requests questions/comments by 21 November 2003 and anticipates that an RFP will be issued shortly thereafter, will close during January 2004, and will be awarded in July 2004. It is anticipated that the charter period will be 12-months firm with three 12-month options and one 11-month option. After award, but prior to acceptance by the Government, the Contractor will be required to demonstrate that their system meets all of the minimum technical capabilities, as well as any other operating capabilities, as described in the Contractor's proposal. Based on today?s technology, MSC considers Dynamic Positioning to be a realistic approach to the vessel requirement for maintaining a fixed position and deploying hose. Considering the sea state (wind and current) parameters set up for deployment and operation, MSC is skeptical that mooring is an acceptable solution. However, with proper justification and documentation msc will consider alternate methods. Your attention is drawn to Part I, Box 18, which asks that you provide the end of charter purchase price for the vessel(s) and hose system (Note: This option may be exercised at the Government's sole discretion) and that you provide any fees required, should the Government not exercise any option
