Description
The Naval Air Warfare Center Weapons Division intends to negotiate and award a cost plus fixed fee/IDIQ task order under Basic Ordering Agreement N68936-99-G-0102, using other than full and open competition. Negotiations will be conducted with AAI Corporation, P. O. Box 126, Hunt Valley, MD 21030-0126, in order to procure engineering technical services to support hardware and software for use with the Joint Service Electronic Combat System Tester (JSECST) family of diagnostic support equipment. The JSECST is used to sustain readiness and maintainability of electronic combat (EC) systems and its program?s objective is to provide the flight line with an end-to-end test set that is capable of verifying EC systems operational status and providing malfunction diagnostics. To meet this objective the AN/USM-670 requires an Organizational-Level Electronic Warfare Test Program Set (OEWTPS), which tailors its inherent capabilities towards a specific application. The specific OEWTPS requirements are identified as offloads from the existing equipment, and targeted platforms for offloads are F/A-18C/D/E/F, F-18 RECCE, F-14A/B, F-14D, AV-8B, EA-6B, and E-2C. Additionally, there are new OEWTPS requirements for the following platforms; V-22, H-47, and H-60. The engineering services for JSECST include OEWTPS software development, JSECST technical support, Electronic Warfare Support Equipment prototype development, and technical support related to the design and development of the O-Level Electronic Warfare Test Program Sets using the AN/USM-670 Test Set, including technical support during verification, validation and operational test for targeted platforms. As the designer and developer of the AN/USM-670 JSECST, AAI Corporation possesses the unique technical and engineering expertise as well as the technical data package for the JSECST, including data not delivered to the government. The government anticipates awarding a 21-month task order during March 2004. This notice is not a request for competitive proposals; however, any firm, other than AAI Corporation should respond in accordance with Numbered Notes 22 and 26.
