Description
This is a combined synopsis/solicitation for commercial services for recovery of paid claims and is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; however a copy of the written solicitation, evaluation criteria, and Statement of Work (SOW) must be requested from the Contracting Officer as stated below. The Request for Quotation number is EXIM ?04-Q-0003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 01-16 (effective 10/31/03). The acquisition size is unrestricted. The purchase order will be a fixed-priced percentage of collections contract. This is a multi-year purchase order in accordance with (IAW) FAR 17.103. Line Item 0001 is the only active line item for this purchase order. Line items 0002 through 0005 can only be activated by a bilateral contract modification. Line Item 0001 is for the period of performance of January 5, 2004 through December 31, 2004. Line Items 0002 through 0005 are for contract performance for four subsequent years. Line Item 0001 states that contractor shall provide all labor, collection expenses, materials, equipment, and facilities to provide the Export-Import Bank with assistance in recovering balances of certain paid claims against the Bank?s credit guarantee and insurance programs. All work will be completed IAW the SOW which is made a part of the contract. The delivery and acceptance of the recovery of paid claims requirement will be the destination, the Export Import Bank of the US, 811 Vermont Ave, N.W. Washington DC, 20571. The following clauses apply to this acquisition: 52.212-3 Offeror Representations and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5 Contract Terms and Conditions required to Implement Statues or Executive Orders; 52.252-2 Clauses Incorporated by Reference (1,12,13,14, and 15); 52.217-2 ? Cancellation Under Multi-Year Contracts; and 52.217-8 ? Option to Extend Services. This is a BEST VALUE REQUIREMENT and the Government reserves the right to award to other than the lowest price offer. The contractor?s ability to meet the technical evaluation factors is more important than cost and price. Offers are due by December 5, 2003 at 10:00 a.m. to the Export Import Bank of the US at 811 Vermont Ave NW, Washington DC, 20571.
