- November 14, 2003 TO ALL PROSPECTIVE OFFERORS: Request for Proposal (RFP) HSTS03-04-R-RES022 This is a combined synopsis/solicitation for commercial services. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside and the associated NAICS code is 561990 and the applicable small business size standard is $6 Million. *****THE CONTRACTOR MUST CONTACT THE CONTRACT ADMINISTRATOR, GEORGE W. CARLETON VIA WRITTEN REQUEST BY EMAIL: GCARLETON@TSA.DOT.GOV OR FAX (571) 227-1948, FOR A COPY OF THE STATEMENT OF WORK AND APPLICABLE CLAUSES AND PROVISIONS IN ORDER TO BE ELIGIBLE FOR CONTRACT AWARD.***** 1. BACKGROUND The Transportation Security Administration (TSA) is seeking businesses interested in submitting a proposal to provide weekly removal and destruction of sensitive trash from sensitive trash bins at the TSA locations contained in the Statement of Work (SOW). All services shall be in accordance with the National Industrial Security Services Program Operating Manual (NISPOM) as directed by the Defense Security Service. 2. WRITTEN SUBMITTAL INSTRUCTIONS: Firms responding to this solicitation are requested to submit a written proposal via email to: george.carleton@tsa.dot.gov or via fax (571) 227-1948 by no later than the date stated on this synopsis/solicitation. Firms shall submit proposals in two volumes: Volume I - Price and Volume II - Technical. Do not exceed the specified page limitations, as additional pages shall not be considered in the evaluation. Proposals shall be submitted on single sided, 8 ?? x 11? paper, with a font size no smaller than 12 points. To accomplish all tasks in the Statement of Work (SOW) and the overall order, the written proposal must include: Volume I ? Price Approach: Firms shall provide a Firm-Fixed Price for pricing the work required in the statement of work. The proposal shall include the following information: (1) Firm Fixed Price per pound for regularly scheduled pick-ups. Current government requirements should be based on approximately 10,000 lbs per month. (2) Firm Fixed Price per pound for special pick-ups, if different than the price for the regular pick-ups. If the price is the same, please provide the price and state that there is not difference in the price being charged. Volume II ? Technical: a. Technical Approach: This section is not to exceed ten (10) pages. The contractor shall provide a clear description of how all of the tasks in the SOW will be accomplished, to include innovative ideas, processes, and procedures, and milestones to complete. b. Past Performance: This section is not to exceed five (5) pages. The contractor shall provide three references with a brief description of previous projects of similar size and complexity. ?Similar size and complexity? for the purpose of the evaluation means: similar in dollar amount; number of client/customer employees serviced and numbers of employees supervised. The TSA may contact those references during the evaluation process to verify relevant experience and level of performance. The Government may, at its discretion, obtain and evaluate information from sources other than those provided by the Contractor. Each example of past performance shall include: a. Contract Number b. Contract Description c. Contract Amount and Type of Contract d. Period of Performance e. Name, address, E-mail address (if available), and telephone number and FAX number of the customer (if a Government contract, please provide the name and telephone number of the Contracting Officer and the COR. If commercial, provide the technical and contracting equivalent). f. Size and complexity of the project. g. Whether all options were exercised, if applicable. For all past performance information, please ensure that the company names, names of points of contact, E-mail addresses, telephone and FAX numbers are current. The Government will not make repeated efforts to contact the references if the information is incorrect. You should also notify the references that their names have been submitted and that the TSA will be contacting them. c. Staffing and Resources: This section is not to exceed five (5) pages. The company shall provide proposed management, staffing, and resources to complete the entire effort. 4. EVALUATION CRITERIA: The following factors will be used to evaluate quotes: technical approach; past performance; staffing and resources; and price, on a best value basis. For the purposes of this RFQ, the term ?best value? means the expected outcome that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. The Government will make an award to the offeror whose proposal is conforming to the statement of work, and will be most advantageous to the Government, price along with other factors considered. a. Past Performance: Offeror?s ability to perform will be evaluated on the relevance of demonstrated successful past performance, on both past and current contracts, doing work as it relates to the current effort. The evaluation will take into account the offeror?s management and technical performance functions of contract execution, as well as, the commitment and involvement of management. The Government may, at its discretion, obtain and evaluate information from sources other than those provided by the Contractor. Offerors without a record of relevant past performance or for whom information on past performance is not available, will be evaluated neither favorably nor unfavorably on past performance. b. Staffing and Resources: Offeror?s ability to perform will be evaluated on the labor categories proposed, to determine the relevance of the technical and management qualifications required under this contract and an assessment of the proposed ability to perform the requirements of this effort. c. Pricing: Pricing will be evaluated and an award will be made on best value basis. 5. LIST OF ATTACHMENTS: Attachment A ? Statement of Work Attachment B ? All questions pertaining to the technical requirements or acquisition-related clarifications must be posed in writing to the Contracts Administrator. Offerors may only submit questions within the first two (2) business days after the RFQ posting date on the FEDBIZOPS website. No questions will be answered after that date. SECTION II. ADMINISTRATIVE REQUIREMENTS A. PERIOD OF PERFORMANCE The base period of performance shall be December 5, 2003 to December 4, 2004. There will be four (4) one-year option periods. B. TYPE OF CONTRACT This award will be a Firm Fixed Unit Price type contract. C. PLACE OF PERFORMANCE Tasks will be performed at the contractor?s location. The Contractors will be required to make frequent visits to the TSA locations specified in the SOW. The Contractor shall abide by TSA regulations regarding provisions for authorized entrance and exit at our facility. D. CONTRACT ADMINISTRATION DATA a. Contracting Officer. In the event that the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the delivery order price to cover any increase in cost incurred as a result thereof. a. The COR is also responsible for the final inspection and acceptance of all reports, and such other responsibilities as may be specified in the order. The COR is not otherwise authorized to make any representations or commitments of any kinds on behalf of the Contracting Officer or the Government. The COR does not have authority to alter the Contractor?s obligations or to change the order specifications, price, terms or conditions. If, as a result of technical discussions, it is desirable to modify order obligations or the statement of work, changes will be issued in writing and signed by the Contracting Officer. The Government may change the COR assignment for this order at any time without prior notice. However, the Contractor will be notified of the change. E. Contractor Furnished Resources/Material: The successful offeror will be required to furnish all labor to accomplish the requirements of the SOW. In addition, the contractor will furnish all sensitive trash, tamper-proof, secure, locked containers in sufficient quantities for each current location and additional containers as required by TSA. Containers must be in-place 5 business days from date of award.
