- Description
- It is the intent of the National Library of Medicine (NLM) to negotiate on the behalf of the Center for Information Technology (CIT), National Institutes of Health (NIH), to procure professional services on a sole source basis from Gartner, Inc., McLean Virginia, for continuation of existing services to provide Enterprise Best Practices Workgroups for the Centers for Medicare and Medicaid Services (CMS). The period of performance is for one (01) year. Specifically, Gartner shall provide the following services: (1) A dedicated facilitator to work with both the sponsors and individual members to guide the direction of the annual program; (2) two electronically facilitated face-to-face meetings designed to build organizational learning through peer-to-peer comparison, guest speakers, Gartner analysts and structured workshops; (3) a series of six (6) web-enabled audio conferences facilitated by Gartner and held on Gartner?s audio-conference bridge; (4) Eighty seats in the CMS Best Practices Online Community, a private web-based online community for CMS and CMS Business Partners only; (5) a facilitator to make related Gartner Research available online for members of the CMS Best Practices Online Community for the period of the contract. Prior to each face-to-face session, Gartner shall: (1) conduct detailed planning sessions between the project sponsor(s) and the facilitator to precisely map out the exercises and approaches to be used for the face-to-face sessions; (2) manage logistics and site preparation with the hotel or conference site; and (3) provide selected pre-study materials to prepare attendees for the initial session. Gartner, Inc. has been determined to be uniquely qualified to offer the above services. Gartner provided CMS and their partners face-to-face best practice meetings, monthly audio meetings and access to an Online Best Practice site last year. Gartner offers facilitated workshops and educational seminars to help newly formed and intact work groups reach their full potential. Gartner offers a comprehensive body of global research that reports on and analyzes the technologies that drive business and organizational success. The more than 200 research topics include customer relationship management, business-to-business e-commerce, supply chain management, wireless, emerging technologies, security, IT services, e-business, and IT spending and strategies. Gartner develops and executes industry-wide studies sponsored by multiple clients seeking benchmarking and deliverables that often set the standards for marketing and measuring emerging technologies. The proposed acquisition will be procured under FAR Part 12 ? Acquisition of Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsive sources may submit a proposal in a timely manner which will be considered by the Government. Sources interested in responding to this notice must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the services as specified above. Responses must be in writing and must be received in the office within ten (10) calendar days from the publication date of this notice. Proposals must include pricing information. This requirement is being processed for CIT by NIH?s National Library of Medicine (NLM). NLM Synopsis No. NLM 04-035/NSD.
