- SYNOPSIS The Federal Aviation Administration (FAA) has a requirement for Boeing high fidelity PowerPC-based models of their proprietary engineering simulations of the 737, 747, and 767 airframes modified to interface with Flight Management System (FMS) and pilot models developed by the FMS manufacturer and the FAA. The aircraft models consist entirely of proprietary software owned by the Boeing Company. These models are the recognized standards on which all certified flight simulators of the particular aircraft are based and are used as reference bases for the aircraft manufacturer. They are the best models obtainable of the flight characteristics of the three aircraft that represent roughly half the commercial airframes flying in the NAS. Combined with the latest versions of Flight Management Systems models, they will have all of the functionality needed for modeling operations in the planned RNP-based NAS, as well as international airspace covered by International Civil Aviation Organization (ICAO) regulations. These services and simulation are the only available for Boeing as they are the manufacturing source of the aircraft and the source for the proprietary engineering simulation soltware that is being procured under this requirement. The requirement is being processed using limitation of sources to a single source as provided for under the FAA Acquisition Management System (AMS) Sections 3.2.2.2 and 3.2.2.4. Due to the proprietary nature of the software involved in the model process, there is no alternative source for this service. For the FAA tools developed using the models to be recognized as valid, it is essential that the models represent the actual products as closely as possible and, in this case, the manufacturer is willing to provide versions of his actual software with additional capabilities that will allow it to be used in our testing, simulation, and analysis.
