- You are invited to submit a budgetary quotation to furnish training as outlined in the Performance Work Statement, below. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Your quotation should have a validity period of at least 180 days. This is the minimum time required for processing by HQ USAF and review by the customer country. PERFORMANCE WORK STATEMENT. 1. Scope. a. Training is required by the USAF in support of an Egyptian Air Force (EAF) foreign military sales program, Peace Vector VI. Proposed training will be Type 1 contractor training, procured by Air Education and Training Command (AETC) and presented under the auspices of Air Force Security Assistance Training Program. All instruction is to be in the English language and is desired in the CONUS. b. Training shall include maintenance, trouble-shooting and repair of the standard International chassis on 10K Forklift. 2. Technical Training. a. The training objective is to provide two EAF trainees with one week of hands-on Organizational and Intermediate Level maintenance, training for the International chassis. The technicians shall be provided the knowledge and skill necessary to succeed as technicians and maintainers of the International chassis on the 10K Forklift. Training is only required on the chassis, not the forklift itself. The chassis training will be follow-on training to Blue-Suit special vehicle training. Training needs to start immediately following Blue-Suit training which is scheduled to complete on 14 September 2004, allowing for travel time from Blue-Suit training location at Port Hueneme, California to contractor training location. b. Equipment specifications are as follows: The 10K forklift is a Hyster w/diesel engine. Technical characteristics include: hazardous location/environmental protection. Fork length - 72.000 inches nominal, fork width - 8.000 inches nominal, overall height with forks in lowest position - 95.000 inches nominal; vehicular turn radius - 256.000 inches nominal, III fork load center distance - 48.000 inches nominal, fork/platform maximum free lift height - 25.000 inches, lift mechanism type ? hydraulic, lift actuation method ? powered, prim mover type - diesel engine, transmission type ? automatic, maximum load rating - 10000,000 pounds, features provided - radio suppressed and telescopic mast, boom forward tilt angle - 3.0 degrees nominal, boom backward tilt angel - 6.0 degrees nominal, III fork spread distance - 18.500 inches, minimum and 68.000 inches maximum, special features - pneumatic wheels, 2 drive and 2 steerable power shift transmission. c. The contractor shall propose course content for training. The contractor shall provide course outlines detailing major topics/assemblies and the hours required to train the EAF technicians. Training shall include combinations of formal classroom instruction and ?hands-on? practical exercises so as to provide skill proficiency to perform tasks ?unsupervised.? Primary emphasis shall be ?hands-on? practical experience. Training is desired on or about 15 September 2004 as direct follow-on to the scheduled Blue-Suit training, the contractor shall specify the exact dates the training will be available. 3. Training Materials. Training materials can be in contractor format. The student will retain all training materials used by the student during course presentation. 4. Student Support. The contractor shall include lodging and ground transportation in their quote. Lodging is required for the duration of training and two days prior to class start and one day after. Transportation is required from and to the local airport, and daily round trip between quarters and the training site(s). Students are not authorized the use of rental vehicles.
