- AMENDMENT #2 The due date for quotes has been extended to 24 November 2003 due to questions being submitted about the requirement. The questions and answers will be posted as soon as possible. AMENDMENT #1 Clarification on required delivery time. The 90 day delivery is for the three fully capable models after approval of the prototype has been given by the government. The estimated delivery time for the initial prototype model should be included your quotation. QAM SATELLITE MODEM PROTOTYPE AND THREE FULLY CAPABLE UNITS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation #FA8601-04-T-0002 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. This acquisition is 100% set aside for small business. The associated NAICS 334220. The size standard is 750 employees. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). No paper copies of this solicitation will be provided. This RFQ has one line item. Contractor is to design, develop, fabricate, test, and provide one satellite modem prototype and three fully capable units after prototype approval, in accordance with the Statement of Work (SOW). The modem must be capable of demodulating 16-state Quadrature Amplitude Modulated (QAM) signals, with menu-selectable engagement/disengagement of the Forward Error Correction (FEC) function, providing the option for a data output that includes the FEC encoding. The complete SOW is posted at http://www.pixs.wpafb.af.mil/. Evaluation will be based on overall best value for the government. Evaluation factors are technical, price, past performance, and delivery time. TO DEMONSTRATE FULL UNDERSTANDING OF THE GOVERNMENT?S REQUIREMENT, QUOTES MUST INCLUDE A FORMAL POINT-BY-POINT RESPONSE ADDRESSING EACH TECHNICAL SPECIFIFICATION IDENTIFIED IN THE SOW. A copy of FAR Clause 52.212-3, Contractor Representations and Certifications- Commercial Items, must be completed and submitted with quotation. A copy is available under this solicitation number at http://www.pixs.wpafb.af.mil/. Delivery is required within 90 days from date of award. FOB point is Destination (Wright-Patterson AFB OH 45433). Quoted prices must be DELIVERED (F.O.B. Destination) prices.
