NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. Statement of Work for USACFSC- PROPOSALS DUE DATE / TIME 17 NOV 2003 1600 / 4:00 pm Lodging for Soldiers Returning from Rest & Recuperation 1.0 BACKGROUND. USACFSC is supporting the return of soldiers from rest and recuperation (R&R) in the United States to Iraq. 2.0 OBJECTIVE: Provide lodging and meals for soldiers in the the Baltimore - Washington International Airport area on an emergency basis. 3.0 SCOPE. Overnight lodging package; INCLUDING WAIT-STAFF GRATUITIES that includes accommodations, transportation and meals for soldiers returning from Rest and Recuperation (R&R) to Baltimore - Washington International Airport (BWI) awaiting transport ation back to Kuwait. Soldiers will begin returning to BWI on 20 November 2003. The lodging facility must be located within 20 minutes drive time from the airport during peak traffic period. 4.0 TASK. Provide Lodging, Meals, and Transportation. 4.1 The Contractor shall provide a block of not less than 20 lodging rooms for the exclusive use of the government??????s R&R Program in a facility currently operating as an lodging facility and business. 4.2 The contract hotel shall provide standard sleeping rooms with two beds per room for double occupancy. In addition to sleeping rooms the facility must have on-site restaurant or caf???? that can provide breakfast, lunch and dinner service. 4.3 They must provide regularly scheduled shuttle service between the hotel and Atlanta Hartsfield International Airport 24 hours a day, 7 days a week. 5.0 AUTHORIZED USERS. 5.1 Reservations under this agreement will be only authorized by the BWI Personnel Assistant Point (PAP) or the Army Central Reservations Center (ACRC) (Provide names or positions) . Authorized callers will be identified upon contract award. They will be placed telephonically, by fax or by e-mail. 5.2 Arriving authorized users (guests) under this agreement shall be identified through the use of a pre-numbered voucher presented by the traveler to the hotel upon check-in. The voucher presented by the guest (soldier)upon arrival to the hotel will detail the meals authorized to be billed against this agreement for the specific traveler. 5.3 When meals are authorized, the hotel shall provide the traveler with a meal voucher for the appropriate meal. All meals will be charged to the government contract and direct billed to the Government at the address listed in the contract award.. 6.0 ROOM ASSIGNMENT PROCESS 6.1 All rooms will primarily be double occupancy in order of guest arrival at the hotel or as directed by the PAP or CRC as part of the reservations process. 6.2 Rooms will not be assigned to soldiers of a different gender. R&R Program guests shall be assigned standard accommodations offered to the public. 6.3 R&R Program guests shall not be segregated, bunched or restricted to accommodations in/on a specific wing, floor, building or other delineated area. R&R Program guests shall not be assigned to guest rooms undergoing renovation other than routine preventive maintenance. At no time will renovation or preventive maintenance c ommence in a guest room occupied by an R&R Program guest. 6.4 Single occupancy rooms shall only be authorized where an odd number of reservations have been provided by the government, where gender separation requires such, or where the PAP/ACRC has identified a separation of officer from enlisted personnel. 7. 0 TRANSPORTATION 7.1 Soldiers will initially identify themselves as guests under this agreement by presenting their voucher to the shuttle bus driver who will confirm authorization is for the hotel the shuttle services. 7.2 The contractor shall have an ongoing 24 hour/7 day a week shuttle service to and from the airport and the capability of moving a maximum of 40 soldiers to the airport within a one hour timeframe consistent with their required arrival for scheduled flig hts. 7.3 Soldiers will be required to arrive at the Personnel Assistance Point (PAP) 6 hours in advance of scheduled return flights. Hotels will be provided reporting times by the PAP. Shuttle service vehicles must have air conditioning, heating and shall be maintained in a quality and safe operating condition. Mandatory regional vehicle safety inspections and certifications with current decals shall be displayed. Vehicle operators shall be properly licensed and approved. 8.0 Room Block Release Policy. The Contractor shall comply with the following sleeping room block release policy: 8.1 The Government will provide a final count for hotel requirements not less than 5 days in advance of each arrival date. 8.2 Rooms not guaranteed by the Government 5 days in advance of the arrival date will be released and returned to the hotel inventory for sale to the general public. 8.3 In the event the Government requires hotel accommodations after the daily room block has been released the Contractor??????s will provide lodging based on availability, making and confirming the reservation at or below the contract rate . The Governme nt makes no other guarantees than any of the estimated requirements, and will not be liable for unused sleeping rooms beyond the stated minimum.. 9. 0 MEAL SERVICE 9.1 Breakfast, lunch, and dinner service will be provided by meal coupons or vouchers issued by the hotel for acceptance in all food outlets operated by the hotel during their normal operating hours. 9.2 Service shall consist of either ala carte or buffet style meals and may include selections from a limited menu (limited menu only applies to ala carte service). 9.3 Breakfast: Breakfast choices shall include fresh fruit juices;, milk;, cereals;, eggs (shouldn??????t be required if buffet service);, pancakes, French toast or waffles; bacon and a minimum of one other breakfast meat; potatoes or grits; toast, biscuits or pastry; choice of coffee or tea; butter, margarine, syrup and jelly or jam. 9.4 Lunch & Dinner: Lunch and Dinner shall include a minimum choice of three different Entrees (buffet style or limited ala carte menu) including a salad, and side dishes, accompanied by the appropriate sauces, gravies, or salad dressings; and choice of non-alcoholic beverage. Each meal shall be served with a choice of bread and butter or ma rgarine; soup (may substitute for salad on ala carte service), and dessert. Entree choices shall vary in a manner not to repeat within a 3 day period. 9.5 The hotel may allow the guest to purchase additional items for cash but in no case allow any meal, beverage, or other miscellaneous charges to accrue to the room or the government account. 10.0 ANCILLARY SERVICES 10.1 Ancillary services such as room service, direct dial long distance, additional person charges, bar charges (including mini-bar or any other alcoholic beverages), etc. shall not be charged to any room Such services shall only be provided on a cash bas is. 10.2 In no case will such charges be reflected on the account or the government be held liable for such charges. Toll Free Access Fees: No charges shall accrue to the guest or to the government for 1-800 access. 11.0 PLACE OF PERFORMANCE. Place of performance shall be the contractor facilities in close proximity (within 20 minutes during peak traffic time) to the Baltimore ?????? Washington International Airport 12.0 PERIOD OF PERFORMANCE. The initial period of performance of this contract shall be from the date of contract award for a base period of three months with 5, three months options periods. 13.0 BLACK OUT DATES. The Contractor shall list below those dates that no R&R reservations will be accepted, due to pre-planned commitments and/or city-wide events. a. Base Year Blackout Dates: b.
