Description
NA The Huntington District Corps of Engineers intends to procure a contract for Limited Geotechnical with Drilling Services for the Great Lakes and Ohio River Division. The contractor shall furnish all supervision, labor, supplies, and materials to determine the type, nature, characteristics, and present extent and condition of various materials with job sites being located in the Great Lakes and Ohio River Division, primarily in the Huntington District. Contract period will be for a base period of one year with a provision for two option years for a total amount not-to-exceed $3 million. The contract will be awarded to the offeror whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contracting O fficer and has been evaluated as most advantageous to the Government, all factors considered. Work will be issued by negotiated firm-fixed priced task orders. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding t he requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is NOT required with your technical proposal. The contractor will be required to provide one drilling rig to the work site within 24 hours of notificati on; two rigs within 72 hours of notification; and six rigs within a week of notification. All responsive proposals will be evaluated utilizing the following factors (in descending order of importance): 1. Specialized Experience and Technical Competence; 2. Professional Qualifications; 3. Past Performance in Similar Work; 4. Capacity (Ability of the Offeror to Provide the required Physical Plant and Supplies); 5. Supervision and Administration; 6. Safety; 7. Quality Control; 8. Location of Firm in the Gene ral Geographic Area. This announcement is open to all businesses regardless of size. The NAICS code for this procurement is 541330. Solicitation Documents will be available on 01 December 2003. There is no charge for plans or specifications. This soli citation may be requested online at www.lrh.usace.army.mil/CT.
