Description
NA The United States Army Medical Research and Materiel Command (USAMRMC) invites you to apply for funding for the fiscal year 2004 Deployed War Fighter Protection Research Program (FY04 DWFP), administered by the Armed Forces Pest Management Board (AFPMB). The AFPBM is soliciting proposals for original research that helps protect the deployed military ground forces through control of insects that carry diseases of military significance, with emphasis on the benefits of insecticides. Ideally the research wo uld support the testing, evaluation and registration of new public health insecticides, or new formulations of existing insecticides, new or improved modalities for personal protection from biting arthropods, or would improve the efficacy of new public hea lth insecticide application technology and equipment. Research must be product oriented and should focus on the following: testing and evaluation of novel chemistries or formulations of public health insecticides for area control or control in structures of mosquitoes, other biting flies and filth flies; novel fabric protectant chemistries for military field uniforms and bednets against blood-feeding insects; and innovative public health insecticide application technology and equipment. The research must be applicable to the military but should be transferable to civilian uses. It is anticipated that approximately $1.6 million will be awarded this year, with future years subject to the availability of funds. Proposals may not exceed a total cost of $250,000 per year for up to 3 years, including direct and indirect costs. Approx imately 5-6 awards are anticipated. Funding is anticipated to begin in May 2004. Projects will be selected on the basis of scientific merit determined by external peer review, and programmatic relevance determined by an Armed Forces Pest Management Board integrated process team. Preproposals will be accepted from investigators who are employed by or affiliated with an eligible institution. Eligible institutions include for-profit, non-profit, public, and private organizations. Examples include univers ities, colleges, hospitals, laboratories, companies, and agencies of local, state, and U.S. Federal Government, with the exception of USDA investigators, who are ineligible to apply. Please note that President Bush signed the Fiscal Year 2004 Appropriation Bill on September 30, 2003. This request for preproposals announcement is being released prior to the actual receipt of funds (appropriated in the bill for this research program) at the United States Army Medical Research Acquisition Activity (USAMRAA). Actual funding of projects received in response to this announcement is contingent on the receipt of funds at USAMRAA. In order to apply for funding under the FY04 DWFP, applicants must first submit an electronic Preproposal by December 15, 2003, 4:00 p.m. Eastern Time (ET). Preproposals shall be submitted electronically through the USAMRMC FY02 Broad Agency Announcement (BAA) by accessing the web site http://www.usamraa.army.mil/pages/index.cfm; click on the BAA link, followed by the BAA Preproposal Form link. Full Proposal submission requirements will be mailed to applicants with invitations to submit full proposals. I nvited applicants must submit full proposals by February 27, 2004, 4:00 p.m. ET. The following is the estimated timeline for the FY04 DWFP.
