Description
The Naval Air Systems Command (NAVAIR) in Patuxent River, MD, is seeking information from potential sources regarding industry technologies applicable to providing ?light weight? ?Man Portable? Telemetry Receiving Systems including receiving antennas. Current systems, designed utilizing 1980?s technologies, are cumbersome and becoming unreliable. Proposed systems will be used for receiving, recording, processing, and displaying telemetry functions transmitted from missiles launched from Naval air and surface platforms. Telemetry formats are as defined in IRIG 106 include PAM, PCM, SOQPSK, multi-h Continuous Phase Modulation (CPM), as well as other emerging modulation schemes. Transmitted signals may be at data rates of 15 Mbits or higher containing analog, digital, video, and Doppler information. Radiated power will be from a 5 to 10 watt transmitter operating into an omni-directional antenna (nominal gain of -9 db). The systems may be utilized on land or in sea surface vehicles. System design must be capable of full operation subsequent to transportation by air, land, and sea surface vehicles. Additionally, the systems must be capable of operating and surviving long continuous periods on-board naval ships. Set-up and operation of the system shall be accomplished by one person. The system may be of modular design with each modular weighing less than 40 pounds and capable of being carried into the ship and assembled by one person. The system shall be self-contained, requiring only interface with 115-vac power and R.F. signal from proposed antennas as well as existing navy antenna systems. Supplied power characteristics are commensurate with NATO Standards for Naval Vessels. Novel and innovative methods of collecting telemetry data beyond the horizon of the receiving system is also solicited. Interested parties responding to this request should provide detailed information on the product(s) capabilities, test results, cost and rough order of magnitude (ROM) pricing data to Rose Butler, Code 2.4.2.5.5, NAVAIRSYSCOMHQ, Bldg 2272, 47123 Buse Road, Patuxent River, MD 20670-1547 or by e-mail at rosetta.butler@navy.mil no later than 5 December 2003 . Interested parties must clarify if their firm can provide commercial or non-developmental items suitable to meet the U.S. Navy?s needs, or that could be easily modified to meet the U.S. Navy?s needs. Interested parties may schedule an appointment with the POC above. Proprietary information MUST be marked as such, on a page-by-page basis. This Request For Information (RFI) does not, in any way constitute a Request For Proposal (RFP) and as such, is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice, nor otherwise pay for information/items requested. Any data and / or information provided will not be returned.
