Description
The Office of the Assistant Secretary of Defense for Health Affairs (OASD (HA), TRICARE Management Activity (TMA) and Military Health Systems (MHS), is conducting a market survey under this Request for Information (RFI) to determine the availability of industry sources to provide training services for the new Composite Health Care System (CHCS) II. CHCS II is the Computer-based Patient Record (CPR) System for the Department of Defense (DoD). CHCS II is based on a set of Commercial Off-the-Shelf (COTS) software applications with integration of Government Off-the-Shelf (GOTS) software and additional new development to meet clinical requirements. Interested parties should offer the best industry practices for the implementation and training of personnel to use the CHCS II patient transaction system. TMA is seeking feedback, from potential sources on pertinent measurement crite ria for determining the effectiveness of training services. Specifically, potential sources are encouraged to provide information pertaining to what Learning Management Tool they are going to use, what it will measure, how it will train students, and how it will teach proficiency and insure confidence. TMA takes a conservative approach to preventing potential conflicts of interest (COI). This approach includes segregation of contracting actions, mutually exclusive categories of contracts, application of non-disclosure and confidentiality agreements, and conflict of interest mitigation plans. In an effort to simplify the TMA approach to COI, TMA has broadened the application of COI restrictions from ?contracts? to ?categories of contracts?. The following contract categories represent contract actions that may be executed using any number of contract vehicles (either TMA-specific contracts D/SIDDOMS III, GSA schedules, or other agency contracts). Regardless of the contract vehicle used, each of the ?categories? is mutually exclusive. CHCS II World Wide Implementation & Training (CHCS II ?WWI&T) is considered a Category 3 action. Category 1: TMA Internal Support: Services which, by their very nature, give the Contractor access to extensive data about the contracts of all other TMA contractors. This Category specifically includes the TMA AMD Internal Support Contract and the TMA Office Automation Support Contract. Category 2: Program Management Support: Services which assist TMA in planning and managing its activities and programs. This includes, for example: requirements analysis, acquisition support, budget planning and management, business process reengineering, program planning and execution support, and independent te chnical management support. Category 3: Product Support. Services or end items required to meet the mission requirements of TMA?s non-purchased care activities and programs. This includes, for example: concept exploration and development; system design; system development and integration; COTS Procurement and integration; internal development testing; deployment; installation; operations; and maintenance. The CHCS II ?WWI&T, Request for Proposals (RFP) is anticipated to be released in late calendar year 2003. Questions concerning the composition and requirements of the RFP, as well as those regarding the nature of the services to be performed under CHCS II ? WWI & T, will not be entertained at this time. Offerors will be given ample opportunity to formally submit questions after the RFP has been released. No contract will be awarded pursuant to this announcement . This announcement does not constitute a commitment, implied, or otherwise, that a procurement action will be issued nor will the government pay for any information or action forwarded in response to this announcement. The Government anticipates holding an Industry Day in early December to provide a CHCS II demonstration and other information related to the requirement. Details relating to Industry Day will be published at a later date.
