Description

The Office of Management and Administration (OMA), Office of the Chief Financial Officer (OCFO) of the District of Columbia (hereafter ?District?) is soliciting expressions of interest (EOI) from qualified banks and/or financial institutions willing to act as trustee/paying agent, authenticating agent and registrar for the District in the upcoming issuance of tax-exempt Tax Increment Financing Revenue Bonds. The bonds shall be secured by a Trust Indenture with the District. While the precise amount of financing has not been determined, the total issuance is expected not to exceed $11.5 million. The proceeds of the bonds will be used to finance developments and projects comprising (1) a 232-space underground garage; (2) a 344-unit multifamily housing project; and (3) a 200-room hotel. The selected contractor will be responsible for the administration of a bond service fund; a project fund; a revenue fund; a rebate fund; and any other additional funds as required. The OMA intends to award one-year fixed price contract with an option to extend the contract for four (4) calendar-year terms or fractions of it for a maximum not to exceed five (5) years. A Request for Proposal (RFP) for this procurement will be issued 14 November 2003 with a proposal submission date of 26 November 2003. This RFP shall be issued electronically to interested firms or organizations. Hard copy version shall not be issued.
