- The National Park Service requests proposals for providing Maintenance Services at the Natchez Trace Parkway in Tennessee, Alabama and Mississippi. The work to be performed under this solicitation is performance-based turn-key maintenance support services, encompassing all maintenance and repair for the Natchez Trace Parkway. This solicitation is part of a Standard Competition being conducted under the requirements of OMB Circular A-76, dated May 29, 2003. The purpose of the competition is to determine whether accomplishing the specified work under contract or by agency performance is more economical. If agency performance is determined to be more economical, this solicitation will be canceled and no contract will be awarded. The solicitation covers phase-in plus a base and four option performance periods. The phase-in period is 3 months in length, while the base period and each option period are 12 months long (not-to-exceed 5 years). Should a contract be awarded the estimated phase-in start date will be July 1, 2004. In addition, the Service Provider will be required to give Government employees who have been or will be adversely affected or separated as a result of award of the contract the right of first refusal for employment openings under the contract in positions for which they are qualified, if that employment is consistent with post-Government employment conflict of interest standards. The Natchez Trace Parkway is a unit of the National Park system and is not only dedicated to preserving the history associated with one of the country's earliest trails, but also provides scenic, cultural, natural, and recreational opportunities to 14 million visitors annually. The Natchez Trace Parkway is an elongated park of 51,150 acres covering a distance of 444 miles between Natchez, Mississippi and Nashville, Tennessee with a boundary of almost 1,000 linear miles and an average width of 825 feet along its entire length. The Parkway motor road is a 22-foot wide two-lane modern roadway, with limited access from adjoining properties and no commercial traffic allowed. The Parkway is designed for pleasure traveling, providing for a leisurely motoring experience through a rural or natural setting, and embracing scenic, recreational, and historic features of national significance. The Parkway has been recognized by the American Society of Landscape Architects for its excellence in landscape architectural design and is eligible for inclusion on the National Register of Historic Places. It is one of only twelve All-American Roads in the entire United States. Interactions with the general public and the overall high standards of maintenance expected from the Service Provider are atypical of usual maintenance support services requirements. Therefore, the Service Provider will be expected to understand the vision and operating concepts of the National Park System and to perform the work within the scope of that vision. The Service Provider will be the National Park Service's Maintenance Partner at the Parkway and, as such, will be responsible for accomplishment of all aspects of maintenance. The major functional areas included in the work are Parkway mowing, custodial services, roads maintenance, grounds maintenance, building maintenance, operation and maintenance of utility systems, maintenance of the Parkway radio communications system, trails maintenance, maintenance support services for special and seasonal events, shop operations and equipment maintenance, and maintenance associated with marine and waterways. A preproposal conference and site visit will be held and offerors are strongly urged to attend. This acquisition will be accomplished utilizing the Lowest Price/Technically Acceptable source selection process, as defined in FAR 15.101-2. Tradeoffs will not be made. Award will be made on the basis of the lowest evaluated price of the responsive, responsible proposals meeting or exceeding the acceptability standards for the non-price factors. The following factors will be evaluated: quality, past performance, and price. This procurement is open to all sources. The applicable NAICS code is 561210-Facility Support Services (as defined for Base Maintenance Services) with an associated size standard of $23.0 million. The solicitation package will be available on or about December 3, 2003. Due to the size of the solicitation and its attachments, the solicitation will be issued electronically on a compact disc and mailed to requestors. The documents on the disc will be in Microsoft Word, Microsoft Excel, Microsoft Access, Adobe PDF, HTML and TIF image formats.
