- Description
- The Air Combat Command (ACC) Contracting Squadron at Langley AFB, VA intends to award a sole source contract to On Site Gas Systems Inc. (OSGS), 35 Budney Rd, Budney Industrial Park, Newington, CT 06111, U.S.A. This procurement is unrestricted. The requirement is to obtain 10 single-man Reduced Oxygen Breathing Devices (ROBD) and 6 two-man ROBD’s. The ROBD’s will more safely, effectively, and efficiently train aircrews in the symptoms and effects associated with hypoxia. The objective for this acquisition is to procure ROBD’s suitable for use by the US military operational community. The word suitable implies a device that is low cost when mass-produced, portable, durable, reliable, simple to operate and maintain and has low man-hour and monetary maintenance requirements. Delivery will be made to multiple CONUS locations. The government intends to make an award on or about 15 Sep 03. Delivery will be NLT 1 Jul 04 for the single-man ROBD’s and 30 Sep 04 for the two-man ROBD’s. This is a sole source procurement under the authority of FAR 6.302-1, Only One Responsible Source, and No Other Supplies or Services Will Satisfy Agency Requirements. This will be a firm-fixed price contract. If there are any other businesses that can provide the specified items, they must respond to this notice before 1200 hrs (EST) on 22 Aug 03. Offerors responding to this notice must provide proof that their equipment will meet the requirements stated herein. Information must be submitted in writing to the Contracting Officer and at a minimum include equipment brochures, company literature, and documented validation of their system demonstrating that it can meet the Air Forces objective of standardization. Also include a list of at least three organizations currently using the suggested equipment. If no responses are received by the above date, a sole source procurement with OSGS will be pursued. The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. The applicable North American Industry Classification System (NAICS) is 339112.
