Classification Code: R __ Professional, administrative, and management support services Set Aside: Total Small Business Set Aside Contracting Office Address: Executive Officer for United States Attorneys, 600 E Street NW, Suite 2400, Washington, DC 20530. Description: The Executive Office for United States Attorneys (EOUSA) intends to issue one or more Blanket Purchase Agreements for Court Reporting and Deposition Services supporting the Southern District of Florida. This is a combined synopsis solicitation set aside 100% for small business with the size standard of $6M per year. The North American Industrial Code is (NIAC) 561492 and the acquisition action is under FAR Part 12 Acquisition of Commercial Items. All competing sources must be within a 50mile radius from the address (s) to be competed for. The distance is to be measured by the shortest route available. Interested parties will be able to download solicitation 4Q-EOUSA-0002 and all associated documents at this site. The Contractor shall provide all plant, labor, material and equipment except as otherwise provided herein to record and transcribe Grand Jury and deposition testimony, on an "as needed" basis for the United States Attorney's Office, located in the Southern District of Florida, in accordance with the terms, conditions and Statement of Work set forth in the solicitation. The evaluation processes will apply as follows: In evaluating quotes, the Federal Government intends to use the following factors: q experience of staff q past performance q proximity of vendor to office (not more than 50 miles) q ability to meet physical security requirements in a timely manner and employees to pass required security background checks. q price In determining award, the Federal Government intends to use best value in selecting contractor(s) for award. U.S. Attorney's Office will be referred to as "USAO" and the provider of recording services will be referred to as "Contractor". For planning purposes, the following general information is provided: Historically, the average number of Grand Jury proceedings per year for the USAO has been 700 The average number of depositions per year has been 350. Historically, the average maximum number of simultaneous proceedings in any one day for the USAO, Miami, Fort Lauderdale, West Palm Beach, Fort Pierce and Key West, FL has been _3 The location(s) of the courthouse or courthouses where Grand Jury proceedings may be required are: U.S. District Court Federal Justice Building 99 N.E. 4th Street Miami, Florida 33128 U.S. District Court 299 East Broward Blvd. Fort Lauderdale, Florida 33301 U.S. District 701 Clematis Street West Palm Beach, Florida 33401 U.S. District Court 300 South 6th Street Fort Pierce, Florida 34950 U.S. District Court 301 Simonton Street Key West, Florida 33040 In rare instances, recording and transcription may be required at other locations within normal commuting distance as outlined in this statement of work (within 50 miles of Miami, Fort Lauderdale, West Palm Beach and Key West). The Government makes no representation either expressed or implied that the averages will increase or decrease for the term of the pending Blanket Purchase Agreement. Late and electronic quotes will not be considered. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. INSTRUCTIONS 1. Fill in the prices on the attached pricing sheet, (Section B, Schedule of Commercial Services and Prices) for the all 5 years. Please remember to print legibly, verify the math and complete the totals. 2. Read and complete Section E (Solicitations and Provisions) 3. Please identify your company name, address, phone number and point of contact, e-mail or fax the entire package prior to the closing date and time. Additional information 1. The Government may also eliminate a vendor based on the Government's knowledge and/or experience of a vendor's poor performance history. 2. The Government may terminate the agreement at any time if a vendor knowingly violates any policies, provisions or procedures governing the court reporting process. 3. The Service Contract Act is applicable to this requirement. The referenced Wage Determination Number 94-2407 is available through the Department of Labor (DOL) website, www.wdol.gov.
