Description
The Federal Aviation Administration (FAA) intends to award a competitive Indefinite Delivery/Indefinite Quantity (IDIQ) contract to utilize a National Information Assurance Partnership (NIAP) accredited Common Criteria Testing Laboratory (CCTL) for information technology security evaluations of administrative systems, mission support systems, and National Airspace Systems agency-wide. The goal of these security engineering activities is to: (1) reduce the cost and schedule associated with system security certification and authorization (C&A) by integrating Common Criteria and C&A security evaluations, (2) ensure that FAA systems pass the initial C&A in a timely and cost-effective manner, (3) ensure that FAA systems maintain a stable security posture so that the mandatory tri-annual security C&A activities are successful, and (4) enhance confidence in the security integrity of certified systems. FAA is migrating to the NIST SP 800-37 C&A process and views the formal evaluation activities that will be conducted by the CCTL as an input to this process. The FAA requires any vendors interested in the FAA Integrated Common Criteria and C&A Security Evaluation (FIC3A) procurement to meet the following requirements: 1)Must be a United States owned and operated company. 2)Have a current as well as a past history of Common Criteria Testing Laboratory accreditation issued by the National Information Assurance Partnership (NIAP). As part of the NIAP accreditation process, labs must meet the requirements of the National Institute of Standards and Technology (NIST) National Voluntary Laboratory Accreditation Program (NVLAP) and comply with the Common Criteria Evaluation and Validation Scheme (CCEVS). The NIAP accreditation is the primary requirement for becoming a Common Criteria Testing Laboratory. 3)Must have in-depth knowledge of NIST SP 800-37 and experience conducting information system security certification and authorization (C&A) activities. 4)Have experience in Wide Area (backbone telecommunications) Network (WAN) security testing and accreditation. 6)Have experience in mission-critical applications software system security testing and accreditation.
