Description
1) What is the business problem that the agency is attempting to solve with this purchase? Answer: The current system no longer functions. 2) Explain how the decision was made to purchase an imaging system? Is there an agency mandate, management mandate? Is it for the purposes of improving or making a current business process more efficient? Answer: The agency already had an imaging system in place. This system no longer works. We are looking to improve our operations 3) How many concurrent users of the document imaging software are needed? Answer: 2 control users and 3 input users 4) Is access to the documents via a web browser required or via a windows production application? Answer: Mainframe 5) Is hardware required as part of the proposal or is existing hardware going to be used for the installation of the application? Answer: Hardware is required 6) If current hardware is going to be used, what is the configuration of the server(s) and current utilization of the/those server(s)? Answer: N/A 7) Has this user seen demonstrations of any document imaging software packages recently? If so, which ones? Be specific with vendor names and corresponding software package titles please. Answer: No 8) Please provide clarification as to what ?system must be able to interface with the Standard Base Supply System (SBSS).? Interface with a particular screen(s), a database, if so what screens and what database? Answer: The SBSS is a mainframe system (Unisys 1100/400). The Imaging system should have a capability to access the mainframe. 9) Is SBSS a mainframe, AS/400, Unix, Windows NT, Windows 2000 server based application? Answer: Mainframe 10) Does SBSS have a published and documented software development toolkit that an integrator can have access to in order to perform integration services with? Answer: The Unisys 1100/400, manual UP8744, UP8695.1, UP9404.2 11) Please provide detailed requirements as to ?interface? requirements? Is there a written ?requirements? document that detail the ?interface? requirements? If not, why and what method does the agency propose we use in order clearly understand the interface requirements so we may formulate an accurate proposal and pricing? Answer: Requirements are described in AF Man 23-110, Chapter 18 (Document control) 12) Define ?delinquent documents? and what constitutes a ?delinquent? document in SBSS. Answer: Delinquent documents are documents that have not been cleared from the mainframe within a given time frame. 13) What is a ?delinquent document listing?? Answer: Delinquent document listing reflects all described in line 12. 14) Are these delinquent documents actual paper documents or computer generated reports in electronic format necessitating the need for Computer Output to Laser Disc or Report management features? Answer: Delinquent documents come in both paper and computer generated forms. 15) Do you need to annotate the documents electronically such as redaction, post-it notes, redlining, email capabilities, etc.? Answer: Yes 16) What systemic criteria is used to delineate between a file-able or destroyable document as cited in the RFP? Are you speaking of Records Management? Answer: Fileable & Destroyable documents have two different criteria. (Price and urgency code) Dependable on the price and urgency code makes it fileable or destroyable. This is one of the aspects of records management. 17) Is the agency in need of a DOD 5015.2 records management system? Answer: Agency is not familiar with the records management system listed. Please clarify. 18) Does compact disk refer to CD?s or is another storage medium such as DVD, WORM, Magneto Optical, SAN? Why was CD chosen as CD?s have limited storage capability as compared to alternative methods? Answer: CD (compact disk), due to cost effectiveness 19) Are you in need of a media jukebox (such as CD, WORM, DVD, etc.)? Answer: Yes 20) What scanning software will be used in order to capture images and indexing information or is that a requirement of the solution? Answer: Requirement of the solution 21) Describe in detail the ?existing Bell & Howell transaction data and scanned images onto CD?s?? How many CD?s? What authoring software was used to produce the CDs? Answer: Images are downloaded to Bell & Howell software, compared to the downloaded images to the received images, and clears matched images on the mainframe. 22) How many documents are there? How many pages? What is ?Transaction Data?? Answer: Documents range in different numbers daily. No way to specify total 23) Is transaction data synonymous to ?index data? in a database? If so, what kind of database? Proprietary, SQL, B-trieve, Oracle, etc.?. Answer: Proprietary 24) What format is the current image data stored in? TIF, proprietary, JPEG, etc? Answer: Proprietary 25) Please provide samples of the data and images so we may bench mark conversion times, processes, methods, etc.? Answer: User will provide 26) What is the budget for the purchase of the requested system? Answer: That information can not be released per contracting. 27) What are the interface requirements of the Standard Base Supply System (SBSS)? Answer: Interface requirements involve Mainframe to PC downloading with imaging capabilities 28) To what extent must the system interface with the Standard Base Supply System (SBSS)? Answer: Interface should be able to communicate w/mainframe and interpret documents created on the mainframe for downloading 29) What is the specific process required for "clearing delinquent documents"? Answer: Document Control must be able to access the mainframe and delete a document and then it is said to be cleared. 30) Please clarify the requirement to provide "all services by 1 Dec 03." If for example contract award is November 27, 2003, is the contractor expected to provide all services including training by December 1, 2003. Answer Yes (must provide all services) 31) Is a published interface document available for SBSS including details on data access and format for the data required by the Document Control Automated Imaging System? Answer: The Unisys 1100/400, manual UP8744, UP8695.1, UP9404.2
