- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation FQ500432870100 is hereby issued as a Request for Quote. This solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This acquisition is 100% set-aside for small businesses under NAICS code 484220, which has a small business size standard of $21.5 million. The requirement consists of the following, (CLIN #, Quantity and Unit of Issue, Description;) Please provide quote accordingly. The 354th Civil Engineering Squadron requires 150,000 yards of gravel to be stockpiled at the Blair Lakes Bombing Range. See statement of work. Statement Of Work- Stockpile 150,000 yds. of Gravel Scope: Excavate 150,000 yds. of gravel on the Blair Lakes bombing range. 1. The Blair Lakes bombing range is located 30 miles south of Eielson AFB. Access to the range is via a 32 mile winter trail that begins at the end of South Cushman in Fairbanks AK. The winter trail is available for travel during the months of January February and March, depending on weather conditions. Range maintenance will construct and maintain the winter trail. All travel to and from the Blair Lakes range will be coordinated through Range Maintenance at (907) 377-3552. Summer access will be provided by the air force. Crews will be transported from Eielson AFB. to the Blair range by a UH-60 helicopter. Crew changes are done on Mondays. Delays should be expected due to equipment malfunctions and mission requirements. A 3500 ft. airstrip is available for use by the contractor on the Blair Lakes range. If the contractor decides to us his own transportation, all flights to the range will be coordinated through range control at (907)-377-3125. 2. Contractor will transport all equipment and supplies over the winter trail during the winter months. Transportation of equipment into the Blair Lakes Range will take place during the months of January thru March 2003. Stock pilling of gravel will begin as soon as break-up occurs, usually mid April. The stock pilling of gravel will continue until November 2004 or until 150,000 yards have been stacked. All equipment will be removed from the range after the completion of the winter trail in 2005, during the months of January thru March. If helicopter support is needed during the summer months, the maximum weight that the UH-60 can lift is 3000 lbs. It will be the contractor?s responsibility to transport any equipment in excess of 3000 lbs. 3. The Air force will provide billeting at no additional cost to the contractor. A washer and dryer are available at the site for contractors use. A kitchen is available however, the contractor will provide and cook his own food. The contractor will maintain his or her room in a clean and orderly fashion. The contractor will follow all established rules and regulations. The site supervisor is responsible for insuring that all rules and regulations are followed. 4. Fuel will be provided by the Air force. The contractor will provide all other fluids such as oil, antifreeze, and grease. The contractor will follow all Air force and EPA. rules in regards to the handling and storage of hazardous materials. 5. The contractor will be responsible for the transportation of fuel from the compound to the work site. The work site is located approximately 1.5 miles from the Blair Lakes facilities. A level pad will be established by the Air force for the contractor to work off of. 6. The contractor will be responsible for staying within the permitted area during the excavation. The contractor will be required to maintain a minimum depth of 30 feet. The dragline will have a minimum bucket size of 2.5 yards.
