Description
The Office of the Comptroller of the Currency (OCC), a Bureau of the Department of Treasury, headquartered in Washington, DC, is seeking representation by a Licensed Commercial Real Estate Brokerage Firm, (the ?Contractor?) for its New York City and New Jersey operations. (NAICS 531210) It is required that the Contractor have a principal office located in Midtown Manhattan and Eastern New Jersey. The Contractor shall represent the OCC and provide office leasing advisory services for this procurement in accordance with Federal procedures. It is mandatory that the primary contact for the projects be fully versed in federal government leasing and have negotiated a federal government lease for space exceeding 10,000 square feet using the required GSA forms and complying with the appropriate procurement regulations within the past two years. The Contractor shall furnish, as needed, qualified personnel, equipment and facilities to complete the tasks required under the contract. The Contractor shall represent the OCC exclusively in transactions and shall not represent current or prospective Landlords in the New York City and Eastern New Jersey areas. Each Contractor shall make a full disclosure to the OCC of any potential conflicts of interest. Once a transaction has begun, the Contractor shall not enter into exclusive agreements with owners of any properties under consideration. Under the direction of OCC?s Contracting Officer?s Technical Representative (COTR) for Leasing, the Contractor shall provide tenant representation and office leasing advisory services, which may include, but not be limited to the following: Pre-solicitation: (1) Assist in analyzing delineated area criteria for accessibility to OCC Portfolio Banks, security, sufficient inventory of Class A buildings, and access to public transportation, major highways and airports, following all federal government laws and regulations; (2) Assist in preparation and review of the Solicitation for Offers (SFO) criteria as it relates to the OCC?s requirement and current market conditions; and (3) Provide market information on recent, comparable transactions completed in the delineated area and projected rental rates. Market information shall identify specific buildings and include actual negotiated base rental rates, operating expense and real estate tax base, concessions, TI allowance, etc.; and (4) Prepare project/work schedule showing critical date path through move-in. Solicitation: (1) Compile a Market Survey Planning Report, showing specific information on subject buildings to include: an evaluation of the buildings for ADA compliance, fire safety code compliance, Mechanical, Electrical and Plumbing systems, quality of surroundings and security, overall planning flexibility in space planning, building module flexibility, bay size, depth to core, floor plate shape, service access flexibility and building/complex amenities; parking accessibility, and amenities, recent lease transactions executed in each building with each lease described in detail; (2) Coordinate, schedule and accompany OCC team on Market Survey; (3) Assist in analyzing initial offers to include a full disclosure of any specific deficiencies to the offers, past performance assessment and technical evaluation of each offeror; (4) Provide support during negotiations, to include documenting discussions of each meeting and preparing the price negotiation memorandum; (5) Assist in analyzing final proposal revisions to include identifying and documenting any changes and technical evaluation of each offer; and (6) Prepare the lease file, which includes all data/information and correspondence required in a federal lease file. Remuneration: This is a zero ($0) contract in which the Contractor shall be compensated by the successful Landlord(s). The period of performance will be from date of award through December 31, 2004. A one-year option may be included in any resulting award. Evaluation Criteria: The government will award a commercial item purchase order using simplified acquisition procedures to the responsible Contractor whose offer is most advantageous to the government using the ?best value? methodology. Offerors will be evaluated on the basis of experience with Federal government leases within the last two years and leasing experience in the Midtown Manhattan and Metropark, New Jersey market; past performance for same or similar efforts and technical approach for accomplishing this requirement. Federal government leasing experience is significantly more important than other experience; Past performance is slightly more important than technical approach. The Government reserves the right to hold oral presentations before or after the competitive range is established. Quotation Instructions: FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. FAR 52.212-2, Evaluation Commercial items, is hereby incorporated by reference. FAR 52.212-3, Offeror Representations and Certifications applies to this acquisition. These clauses may be viewed/downloaded at http://www.arnet.gov/far. Offeror?s quotations (to include technical approach and experience/past performance information) shall not exceed 10 pages in length. The Contractor shall provide contact information for all of its clients involving Federal Government leasing experience for the previous two (2) years with an explanation of the effort provided to the Government. The Contractor shall provide the Points of Contact and telephone numbers for those clients. This announcement constitutes the only solicitation; written quotations are being requested, and a written solicitation will not be issued. Quotations are due by 2:00 PM EST, Tuesday, December 2, 2003 and must include a copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial items (Feb 2001). Only written offers will be accepted, and three (3) copies shall be provided. Written offers shall be sent to the Office of the Comptroller of the Currency, Acquisition Management Division, 250 E Street, SW, Mail Stop 4-13, Washington, DC 20219, ATTN: Patricia M. Wolfe (202) 874-4721. All hand-carried and courier-delivered offers must be taken to the OCC loading dock at the east end of the building at 250 E Street SW, Washington, DC. The security guard will ask for identification and have you sign the visitor?s log. The guard will then take you to the Mail and Messenger Unit window. Push the button to the left of the Mail and Messenger Unit window if you cannot see anyone on duty. An OCC representative will come to the window, accept the quote, and date/time stamp it in.
