- Description
- The General Services Administration anticipates the need for future appraisal services to assist in the restructuring program of the government-owned inventory of real estate assets. GSA?s portfolio restructuring activities are managed by the Office of Portfolio Management located in GSA?s Central Office. Numerous contracts are being established to provide timely, cost effective, and professional appraisal, appraisal related, and consulting services with optimum geographic coverage in the United States and U.S. Territories. A General State Certification in the corresponding state or territory of interest is a prerequisite for a proposal to be considered (temporary certifications, or reciprocal arrangements between states are acceptable). All potential offerors must be registered in the Central Contractor Registration (CCR) prior to award (www.ccr.gov). Real estate appraisal, appraisal related, and consulting services are potentially needed for a wide variety of property types including special purpose properties. These properties may include large tracts of vacant land (urban and rural), office buildings, warehouses, industrial, commercial, retail, courthouses, post offices, office buildings, hospitals, large housing complexes, golf courses, historic properties, military installations, aviation-related facilities, defense manufacturing plants, complex industrial facilities, partial interests, and other properties that are unique / complex in nature. Demonstration of adequate appraisal experience and education will be essential. The terms of the contract shall be for a two (2) year base period. The maximum contract limitation for each contract is $500,000 for each 2-year period, with three subsequent 2-year renewable option periods. These contracts are set aside exclusively for Small Businesses (under NAICS Code 531320). The small business size standard for this procurement in accordance with FAR 19.1 is average annual receipts over three years not to exceed $1.5 million.
