- Description
- The Gallatin NF intends to contract for Professional Civil Engineering Services on an as needed basis for a one-year period with options to renew for up to four additional years. Work under this contract will be subject to satisfactory negotiation of individual task orders. The price of any single task order shall be at least $2,500, but shall not exceed $900,000. The maximum order amount for each contract period (base year and each option year) shall be $900,000. The guaranteed minimum order shall be $5,000 for the base period only. There shall be no guaranteed minimum for the options periods, if exercised. Task orders could include performance of any of the following services: Complete various evaluations, studies, reports, and response actions as specified in the National Contingency Plan (NCP) found in 40 CFR 300. Under this activity area, the Contractor will be requested to complete work in support of response and restoration actions. Projects will be located at the New World Mine District, Cooke City, MT. The work site is in a remote area. This work will involve historical mine site impact analysis which include issues concerning geohydrology, geophysical, hydrogeology, geochemical, toxicology and surface water at the New World Mining District. Contractor is expected to be able to complete all needed work from the site investigation phase to development of construction bid package, construction oversight, and post-construction requirements. Architect/Engineer firms which meet the requirements described in this announcement are invited to submit: 1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire; and 2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, to the procurement office shown below. Respondents should include the following specific information: (1) Demonstrated efficiency of firm?s streamlined organization (mix of core projects staff including licenses; (2) Access to various specialist(s) on an as needed basis; (3) Location of project management personnel; (4) Knowledge of the New World Mining District and the geology, hydrogeology, and high altitude reclamation concerns; (5) Specific work experience in high altitude mining reclamation projects; and (6) Working knowledge of Wyoming and Montana state water quality, waste disposal and appropriate environmental laws. Additional information is in R1-11-4-18 (3 pages), which is a separate document with this notice. Evaluation will be based on the quality, as demonstrated by sound technical knowledge and judgment, and timeliness of performance under previous contracts. References with telephone numbers must be provided. Interest and qualified firms are invited to submit two copies of completed SF-254 and SF-255 to this office no later than 3:30 P.M., MST, January 19, 2004. Only firms responding by this time and date will be considered for selection. This is not a Request for Proposal.
